The rules for implementing the Land Assignment Act (amendment) from 2023 from Kerala are a gift of onm for the people of the hills in the state, said income minister K. Rajan.
The 1960 land assignment Act has been changed and new rules to find a permanent solution for more than six -year land problems of people, especially in idukki. The rules would come into force after checking the committee of the Entity of the Assembly by mid -September, the Minister said.
He pointed out that solving problems with the use of soil in idukki and changing the rules for this purpose was promised in the left democratic front manifesto for public opinion surveys in 2021.
The 1960 law and its rules have frowning on the use of land for any living or commercial purposes other than agriculture or housing. Over time, there was a huge change in the model of land use. Educational institutions, places of worship, cooperatives and commercial buildings have appeared as part of the livelihood activities, because such construction on the allocated soil has not been restricted.
The building has stopped
However, different groups went to court and pointed to violation of land use standards. Construction in Munnar and later in the whole district had to be stopped according to court orders, which made the government to change the law. Many court orders have been examined to reduce the rules for effective implementation of the law. Many of them concerned the 1964 rules for the 1960 land assignment Act.
The government tried not to cause new rules of any controversy or burdening people. The purpose of the rules also started the possibility of using land in accordance with the times.
Releasing procedures
The rules regularize violations of soil use standards and give the government the power to grant permission to use land for purposes other than listed. Other provisions concern free regularization. The purpose is also to alleviate regularization -related procedures. The order to initiate further procedures without delay for checking as soon as the application for regularization has been adopted, the Minister said.
