Ahead of Holi, the Bihar Police has put in place a comprehensive security plan to prevent any untoward incidents during the festival. Additional forces have been deployed in all major cities, sensitive places, religious places and Naxal-hit areas, with special focus on Patna and other hotspots.
Police said strict action will be taken against troublemakers, especially biker gangs, those involved in racing or anyone trying to disturb the peace under the guise of Holi celebrations.
Director General of Police (DGP) Vinay Kumar on Saturday said hooliganism would not be tolerated and asked all Superintendents of Police (SPs) to take strict measures to maintain law and order during the festival. He directed all police stations to identify sensitive areas and maintain heightened vigilance.
Control rooms have been set up in each district and officials have been directed to file situational reports every two hours, Mr. Kumar said, adding that any incident must be reported to the DGP headquarters immediately.
Additional Director General (ADG – Law and Order) Pankaj Kumar Darad also issued special instructions to SZs to strictly ensure law and order in their respective districts. Adequate force along with magistrates should be deployed in mixed population areas, religious places and other sensitive places.
Mr. Darad directed the officials to identify places that witnessed tension during Holi or other festivals in previous years, review the current situation and take appropriate precautionary measures.
Often under the guise of Holi celebrations, old enmities and land disputes escalate into serious criminal incidents. “All such cases should be carefully reviewed at the police station level and a specific strategy should be prepared to deal with them,” he said. Darad said.
The order issued by the police headquarters said that no incident during Holi should be taken lightly and special attention should be paid to conflicts between different communities.
The order said impartial action should be taken against thieves or anti-social elements under Section 126 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). “If necessary, action may be taken against such elements under Section 3 CCA (Crime and Penal Code) and Section 170 BNSS,” the order said.
According to Section 135 of the BNSS, bonds should be obtained and it must be ensured that they are verified at a lower municipal office.
Instructions have also been issued to maintain extra vigilance against gangs of drug smugglers who operate in trains. During the festive season, migrant workers returning home are sometimes drugged and robbed during their journey. The police have been directed to keep a close watch on these activities to avoid incidents.
