“Sixteen companies failed to meet their investment targets. This is mainly due to the nature of the telecommunications equipment market, which is predominantly business-to-business (B2B) with only a few service providers as major buyers,” Pemmasani Chandra Sekhar, Minister of State for Communications, said in a written reply to Parliament. “Purchasing decisions by service providers are based on commercial and technical considerations. Some companies that are PLI beneficiaries have not been able to secure sufficient supply orders and therefore have not made the planned investments to create production capacity,” the minister added.
