Delhi is on high alert ahead of a protest called by the Cockroach Janta Party (CJP) and student organizations at Jantar Mantar on Saturday, October 10, demanding the resignation of Chief Election Commissioner Gyanesh Kumar over allegations related to the Special Intensive Revision (SIR) of electoral rolls.

The Delhi Police said they had refused permission for the demonstration citing a late application and alleged violations during an earlier protest. Authorities have beefed up security across the capital with a large deployment of police and paramilitary forces, suspension of metro services, cancellation of trains and precautionary measures by educational institutions and businesses.

Delhi Police refused permission for the proposed protest against CEC Gyanesh Kumar at Jantar Mantar. 5. Mumbai-Delhi trains canceled and rescheduled

The Central and Western Railways have canceled or rescheduled several long-distance services due to expected major road congestion around New Delhi and Hazrat Nizamuddin stations on 10 October.

Western Railway rescheduled Mumbai Central–New Delhi Rajdhani Express (12951) and Mumbai Central–Hazrat Nizamuddin August Kranti Rajdhani Express (12953) by five hours.

Central Railway has also canceled CSMT-Hazrat Nizamuddin Rajdhani Express (22221). Passengers were advised to check updated timetables before travelling.

6. Supreme Court asks Center to consider alternative venue for protest

The Supreme Court on Friday asked the government to consider designating an alternative venue for peaceful demonstrations in Delhi. The court emphasized that the place of protest should have basic facilities. She heard a plea challenging proposed subway restrictions and train cancellations in light of the planned demonstration.

7. Schools and colleges are moving classes online

Several educational institutions in Delhi have moved classes online, rescheduled parent-teacher meetings and postponed exams scheduled for October 10. The decisions were taken due to safety concerns and possible disruption to public transport.

8. Connaught Place businesses are advised to remain closed

The New Delhi Traders Association has advised shops, offices, restaurants and other businesses in Connaught Place to remain closed on Saturday as a precaution. The advisory cited concerns about possible property damage and injuries amid expected protests.

9. Security has been beefed up at the Delhi-Noida border

Police and Border Security Force (BSF) jawans have been deployed at key points along the Delhi-Noida border. Authorities are also conducting checks at other entry points and sensitive locations to monitor movement into the capital.

Delhi Police shared an ‘Open letter to every citizen’ on X, highlighting humanity despite differences of opinion.

“Because beyond every uniform, every opinion and every disagreement, we are all human first and foremost,” police said in the post.

12. Internet services will be suspended in the vicinity of Central Delhi from today evening

The Delhi Police Special Cell has ordered a temporary suspension of mobile internet services in some parts of the capital.

The suspension will cover a 4 km circle around the Janpath–Kartavya Path crossing.

Mobile internet services across all technologies will be suspended from 9 October 22:00 until 10 October 2026 22:00.

The Union Home Minister granted the suspension at the request of the Delhi Police.

13. Delhi’s Patiala House, Rouse Avenue, which will function virtually on October 10

Delhi’s Patiala House Court and Rouse Avenue Court will function only virtually on October 10.

The Delhi High Court issued a notification announcing the arrangement.

No adverse orders will be issued if litigants or attorneys do not appear in court.

All prisoners on trial will be arraigned by video conferencing (VC) only.

This virtual arrangement comes amid protests planned by the CJP in Delhi on October 10 against Chief Election Commissioner Gyanesh Kumar.

14. During the seven-day agitation, 27 FIRs were registered

Separate reports said law enforcement agencies registered 27 FIRs during the seven-day agitation targeting the CEC. The police reportedly invoked four provisions of the Bharatiya Nyaya Sanhita (BNS), with joint criminal liability emerging as a prominent allegation. Barricades, road closures and bans were also reported around Jantar Mantar and Parliament Street.

These cases relate to the wider agitation and should not be confused with any action arising specifically from Saturday’s proposed protest.
