Trump’s the decision to greet Xi at a military base was unusual in itself. Visiting foreign leaders are generally received at the White House, making a presidential appearance at Joint Base Andrews a rare protocol gesture. It was the first time in 11 years that a US president personally welcomed a foreign leader to the base.

How Xi was received in 2012

Xi was still China’s vice president and her waiting-in-waiting when he visited the United States in February 2012.

His visit included a military honors ceremony at the Pentagon, including a 19-gun salute, military formations and performances of the US and Chinese national anthems. The ceremony was moderated by then US Secretary of Defense Leon Panetta.

Obama met with Xi separately at the White House the same day.

The formal reception was also to repay the welcome of then US Vice President Joe Biden during his visit to China in 2011. Xi hosted Biden in Beijing and Chengdu, prompting Obama to highlight the “extraordinary hospitality” extended to the US Vice President.

However, Trump objected to the treatment being extended to the future leader of China.
