The Madras High Court said the registry should examine the feasibility of setting up a dedicated data center under the administrative control of the HC for securely hosting court data in digital form.
The Madurai Bench of the Madras High Court on Tuesday directed the Secretaries of Public, Home and Information Departments to ensure that the data shared from the Madras High Court through the Court Case Monitoring System (CCMS) platform is made available to all subordinate offices, officials concerned and standing counsels.
Justice B. Pugalendhi observed that the benefits of this facility should not be limited to the Secretariat but should be extended to all Government Departments, PSUs, Corporations, Statutory Bodies and Police Officers for meaningful use by every level of administration.
The court noted that the HC registry has started digitizing all documents filed in the court and uploading them on secure servers so that the department can access case records electronically. The digitized data should continue to be transferred to the CCMS server, allowing for real-time search and tracking of cases involving government entities, the court ordered.
It found that the CCMS platform has emerged as a critical digital infrastructure to enable efficient tracking and coordination of government cases. It must be treated as a core service comparable to other core state platforms like IFHRMS, TNREGINET, Tamilnilam, e-Sevai etc.
Government should ensure that appropriate priority, administrative support, storage space and recurring resources are allocated for its maintenance, scalability and continuous improvement. Any tendency to deem the CCMS less important would undermine the effectiveness of litigation management and communication between departments.
Hosting the CCMS platform on a private or third-party cloud can compromise the confidentiality and integrity of sensitive court data. The Government should retain sole control and full responsibility for the custody, security and management of data on CCMS servers.
A dedicated technical coordination team should be set up at the head office in Chennai and at the Madurai Bench of the HC. The team should act as a single point of contact for assistance in accessing and managing data related to the case and coordinate with state IT authorities to ensure uninterrupted operations and timely resolution of technical issues, the court ordered.

The government should extend financial and technical assistance to it, including servers, storage infrastructure, licensed software, network equipment and adequate technical staff.
The government should explore measures to optimize data, including archiving data related to disposed cases and implementing rational storage management policies to keep active data readily available.
The Court should ensure that all digital copies of case documents are provided to the Departments exclusively through the CCMS application.
