Story so far: Employees Provident Fund Organization (EPFO) recently sent a text message to its subscribers that it was conducting a “planned database consolidation and software application upgrade.” As part of this transition, she said, member services such as filing claims and downloading passbooks are temporarily unavailable from June 26 to July 1. As part of the Centralized IT-Enabled System (CITES) project, EPFO’s effort is to modernize its service delivery mechanism through automation and rule-based processing. The project, proposed by the Center for the Development of Advanced Computing, aims to improve operational efficiency. EPFO hopes that the revised mechanism will make services transparent and subscribers will get hassle-free services.
EPFO is facing several technical and procedural delays in membership services such as submission of applications for deceased members and submission of life certificates for pensioners. Currently, EPFO has a decentralized system with separate databases in each branch and regional office. Members are bound to one regional office. In many cases, even retirees had to approach regional offices in the jurisdictions where they worked to submit applications or resolve technical issues. Beneficiaries of deceased members also had to apply to the relevant regional authorities for a pension or other claims. Operations are currently primarily performed by more than 120 decentralized databases with no central visibility. There were complaints that account operations were “employer centric” as most claims required employer authorization.
