The High Court in Calcutta noted that the victims of the violence of Murshidabad are afraid of their security in areas affected by violence and stated that the state must ensure their rehabilitation, security and protection.
“They should be renewed to their original place after restoring confidence in the system. In the interregnum, the state must ensure proper shelter and accommodation. After restoration and rehabilitation, the state must ensure their safety and security. It should be responsible for ensuring peace, harmony and property and lives.
Violence broke out in the Samsherganj police station in Murshidabad 11 April and 12th April after the protest against the passage of the WAQF Act (amendment), 2025.
On April 12, his father and son in Jafrabad Samsherganj were killed during violence and another person died in police fire in the Suti police station.
In April, a three -member committee was created on the instructions of the High Court in Calcutta to submit a report to restore normal and rehabilitation of the victims. It has one member from the National Human Rights Commission, the State Human Rights Commission in West Bengal and the State Office for Legal Services.
“Anticipated vandalism and massacre”
The court in his order on May 15 said: “The Committee report reveals that vandalism and massacre are foreseen and seems to be organized by crime.”

Messages and videos submitted by the Committee also recorded extensive damage to property and livelihood in the village of Betbona, Palpara and Ghoshpar in the Samsherganj area. It was also observed from the Committee report that several houses were vandalized, a source of livelihood of people and motables of all possible species “with impunity” was taken.
“The victims seem to be in regret … From the report, it seems that victims are not acutely dissatisfied with the relief measures, but they are afraid of their meaningful existence with regard to their suffering,” Kalkatu noted.
The court pointed out that the state would take note of anxiety expressed by the victims and in this respect to take the relevant measures.
“Considering a permanent BSF camp”
Meanwhile, the High Court in Calcutta emphasized the observations of the committee on the role of the police and said that it would “consider” the requirement of victims after the constant camp of the border security forces (BSF).
“The report submitted by the Committee raised a serious question in terms of the effectiveness of the investigation, given that a huge number of cases arose from violence … The committee was the opinion that there may be a reasonable negative opinion on the performance of the police, which was notified … court, “the court said.
Since May 16, the police in West Bengal have carried out 353 arrests in connection with the crowd violence and a total of 13 arrests in connection with the murder of the father-Syn Hargobind Das and Chandan Das outside their home in Jafrabad Samsherganj.
It is also worth noting that the surviving family Das, who refused to compensate the state, was asked by the High Court in Calcutta for the investigation of the Central Investigation Office (CBI).
The petition was previously released by the only bench of justice Tirthankar Ghosh because the above bench of the division has already heard matters concerning the matter of Murshidabad. On May 15, however, the divisional bench Justices Sems Dream and Raja Basu Chowdhury also issued a matter to be placed in front of the main judge.
State compensation
In its affidavit, the state stated that up to 1,093 social media accounts have been blocked since 11 April.
According to the lawyer Kalyan Bandopadhyaya, who appeared on behalf of the state, the government also created a rehabilitation project and approved the amount of 3,69,60,000 GBP for rehabilitation of almost 283 families identified to the reconstruction of their houses as part of the “Banglar Bari scheme”.
Mr. Bandopadhyay also attracted the attention of the court to the fact that the main Minister Mamata Baerjee gave checks of 1.2 lakh to 283 households during his recent visit to the area, along with 40 sewing machines and 40 victims of riots affected.
After visiting the main minister, a large police camp in the Samsherganj riots were also established.
