H-1B are primarily associated with technical workers from India. Large technology companies are the largest visa user and almost three quarters of the approved come from India. However, there are critical workers such as teachers and doctors who fall outside this category.

These shortcomings are particularly serious in small rural communities that face challenges in positioning due to lower wages and limited access to essentials such as housing and shopping.
“It is really potentially the cost of the salary and benefits of one teacher, possibly two, depending on the state,” said Melissa Sadorf, Executive Director of the National Association of Rural Education. “Attaching this price tag for a single lease simply puts this position out of reach to rural budgets.”
