Collapse of Satya Niketan: The Cockroach Janata Party (CJP) has demanded an independent inquiry into the “nexus” between private paying guest operators and politicians, a nationwide structural safety audit of student accommodation and more hostels for Delhi University students following the collapse of the Satya Niketan building.

At a press conference in the national capital on Monday, co-convenor CJP Saurav Das listed seven demands, seeking an investigation not only into the owner of the collapsed building but also into what he termed the “PG mafia” operating in educational centres.

“Our first demand is that there should be an independent criminal investigation not only of the owner but also of the nexus between the owners and the politicians sitting in the government,” Das said.

The demand for a structural safety audit of student accommodation facilities stems from the collapse of the Satya Niketan building, which highlighted the urgent need to ensure safe living conditions for students living in private PG accommodation.

The Delhi High Court criticized both the University of Delhi and the Municipal Corporation of Delhi for their role in the tragedy, while stressing the need for accountability and a thorough investigation into the safety of the building.

The CJP has demanded a structural audit of schools, colleges and student hostels across the country, especially in large student clusters like Mukherjee Nagar in Delhi.

“The youth of the country is the future. It is the responsibility of all of us to redress their concerns and provide them with a safe environment,” Das said, demanding that such audits be conducted in a time-bound manner.

The unit has asked for the disclosure within 48 hours of the records of 13 district committees formed by the Delhi government after the Hauz Rani fire to identify illegal and vulnerable buildings.

“We request you to post all these records on your website within 48 hours,” Das said.

Records should include committee charters, daily and weekly reports, buildings inspected, violations found, notices issued, demolition orders issued and action taken against officials and owners, he said.

“And the most important thing: Did you control Satya Niketan through these commissions? You answer to this,” he said.

CJP also called for a publicly searchable student housing database that allows students to verify the structural and safety certifications of the buildings where they live.

She sought the construction of more hostels in Delhi University and pointed out that the current capacity of hostels is around 7,000 while the university has a student population of millions.

His seventh demand was ministerial accountability, with Das specifically demanding accountability from Delhi Urban Development, Planning and Education Minister Ashish Sood.

“Ashish Sood, who is the Minister of Planning and Education, should be held accountable. This is a movement of accountability. The youth of our country is dying in such conditions. This is not acceptable and we will not tolerate it,” Das said.

What happened in Satya Niketan?

A five-storey boys’ accommodation at a PG near Delhi University’s South Campus collapsed on Sunday around 1.30 pm while repairs were underway, killing seven.

Following the incident, the Delhi government ordered authorities to immediately close the illegal five-storey buildings and intensify inspections of nearby paying guest accommodation and other structures.

Das said the tragedy represented both a failure to prevent illegal construction and a broader failure to regulate private student accommodation.

“One is the immediate failure that there was illegal construction. Safety norms were not followed and enforced by MCD and local authorities. And the second layer of failure is structural failure,” he said.

“There is such a large student population near the DU campus. But even then there was an unregulated private PG economy where there was no enforcement and all the regulations were not followed,” said Das.

The CJP said there was no adequate control or enforcement after the Hauz Rani fire. On 3 June 2026, a devastating fire broke out at Flourish Stays, a five-storey bed and breakfast (B&B) establishment in south Delhi’s Hauz Rani area near Malviya Nagar in South Delhi, killing 23 people and injuring dozens more.

CJP leader Deepak Baliyan said, “If the culprits are not punished, Jantar Mantar is the same, Delhi is the same and we are the same. The fire will start again.” Baliyan said the suspension of the officials was not enough and demanded severe punishment for those responsible.

1. Independent Criminal Investigation: Initiate an independent criminal investigation not only of the owner but also of the nexus between the owner, politicians and others to investigate the larger PG mafia.

2. Time-bound structural audits: Start a time-bound structural audit of buildings, especially schools, colleges and student accommodation facilities, start conducting structural audits of buildings, rehabilitate students and enforce standards by sealing illegal structures and penalizing owners.

3. ⁠Transparency of committee records within 48 hours: Publish all records of the 13 district committees set up after the Hauz Rani incident of 3 June 2026, including its enforcement reports and Satya Niketan polls within 48 hours. The government needs to clarify whether Satya Niketan was investigated and why this major student center of Delhi University was excluded if it was not.

4. ⁠Public Safety Database: Start a public searchable database showing whether each student device is sanctioned and safe.

5. Expansion of University Hostels: Build government hostels for Delhi University and other students, noting that currently only about 7000 out of millions of students can be accommodated.

6. ⁠Instant financial compensation: Provide immediate financial compensation ₹1 crore for the families of the deceased and ₹20 million for the injured.
