Manipur SIR: Search the list of deleted voters

The Election Commission of India (ECI) launched the third phase of Special Intensive Review (SIR) of electoral rolls in 16 states and three union territories on 14 May 2026. Manipur, Odisha, Mizoram and Sikkim completed the enumeration phase first and released the draft SIR lists on 5 July 2026. The Hindu analyzed the complete list of 1,58,677 names deleted from the rolls during the enumeration phase in Manipur, which has remained in turmoil since ethnic-based violence erupted in May 2023.

The analysis found that the 19 assembly constituencies reserved for Scheduled Tribes, which are predominantly home to the Kuki-Zo and Naga communities, saw a disproportionately higher number of deletions. After the release of the draft lists, the office of the Chief Electoral Officer (CEO) Manipur said in a statement that “genuine voters” can still be added back to the lists during the ongoing “Claims and Objections” phase of the SIR by submitting Form 6 (for registration of a new voter) along with a declaration form, ordered by CEO E026 on or before 2 August. Manipur has published the constituency-wise and booth-wise list of deleted names on its website. You can either search using their EPIC number or download the list by selecting their booth from the 3,041 polling stations spread across 60 constituencies. The latter option in particular could prove difficult as booth rationalization carried out during the counting phase led to the reorganization of polling stations in many places.

Keeping in mind the importance of this exercise and to help individual voters and civil society members working to get all eligible voters registered, The Hindu publishes the complete list of deleted entries in an easily searchable and downloadable format. After selecting an assembly constituency from the drop-down menu – they are grouped by district – you can use the search box to enter, in whole or in part, EPIC numbers, names of voters or their relatives, or polling stations. Results can also be filtered by recorded reason for deletion. In addition, the full list of deletions can be downloaded in CSV (comma-separated values) format for each constituency. All the details – including spelling of names of voters and their relatives, age, sex, etc. – have been reproduced as published by the office of the Director General, Manipur.
