KTR requests a probe into tenders for radial roads

Bharat Rashtra Samithi (BRS) working president KT Rama Rao has accused the Congress government of gross irregularities in the ₹3,296 crore Radial Road-2 tender.

In an open letter to Chief Minister A. Revanth Reddy, Mr. Rao raised questions about awarding contracts, disqualifying bidders who allegedly offered lower prices and awarding packages at prices allegedly higher than estimates. He demanded that the government publish all tender documents and explain the decisions taken in the selection of suppliers.

Alleging favoritism in awarding the tender, the BRS chief said the project involves construction of an 81.15-km greenfield expressway from the outer ring road at Budvel to NH-167N near Kodangal. He further claimed that technical reasons were used to exclude certain companies and contracts were awarded to preferred firms. It said the deadline for submission of bids is September 30, 2026 and the allocation process was reportedly completed by October 8.

When asked how 13 bids for a project of this magnitude could be evaluated and processed in about five working days, he claimed that the contracts were awarded to those firms that quoted higher than the estimated value. The BRS chief said Package-I was awarded to NCC Limited for ₹1,286.03 crore, which is said to be 3.95% above the estimated cost. Package II was awarded to BVSR and Package III to GKC.

Mr. Rao said the various eligibility decisions raised questions and pointed to reported discrepancies in the technical evaluation of bidders. He stated that GKC was allegedly disqualified in Package-I but qualified in Package-III while BVSR was allegedly qualified in Packages I and II but disqualified in Package-III.

He demanded an inquiry into the ₹600 crore loss allegations, citing submissions made on behalf of Sushi Infra and Mining Limited in the court proceedings. He also raised concerns about the Radial Road-1 tender, saying the estimated cost of the project is about ₹591 crore and the alleged final allocation is about 15% over the estimate.
