Focusing on transformative development projects and tourism, Deputy Mayor Karumalil Udaya Sukumaran presented Kollam’s budget for the financial year 2026-27 here on Friday. The budget projects a surplus of ₹ 114.51 crore with a projected revenue of ₹ 1,384.51 crore and expenditure of ₹ 1,270 crore.
A significant highlight of the budget is the allocation of ₹100 crore to transform Kollam into a top-tier tourist destination. The company’s goal is to use the enormous potential of the city, where history, culture and nature converge. In addition, ₹2 million has been earmarked for conservation of monuments, including the Tangasseri Fort and SMP Palace, while ₹50,000,000 is earmarked for the promotion of arts such as dance, drama and music.
The budget envisages a massive jump in transport and basic infrastructure. Road development will be integrated with Kollam port expansion. Especially to ease congestion in the heart of the city, the Budget proposes to demolish the existing Chinnakada flyover to make way for a modern flyover stretching from Kollam railway station to Kollamtaluk office. An amount of ₹25 lakh has been earmarked for the preparation of the Detailed Project Report (DPR). Further, ₹15 crore has been earmarked for road resurfacing and expansion of culverts in all districts.
Considerable financial resources were directed to hygiene and water security. Under the AMRUT scheme, ₹150 million is allocated to implement advanced vacuum technology at the Kureepuzha sewage treatment plant and ₹145 million is earmarked for the Njankadavu drinking water project to ensure 24-hour water supply. The budget also introduces the concept of international standard model roads maintained with public participation. While ₹ 5 crore is allocated for the Belgian abattoir, ₹ 10 crore is earmarked for the development of Allopathy, Ayurveda and Homeopathy centres.
The budget also includes extensive social welfare and public safety plans. An amount of ₹ 2 crore is allocated for stray dog management and animal welfare, while ₹ 10 crore is given for the ‘Safe Kollam’ project through the Unified Streetlight Management Cell. A Fisherman Support Cell will be created for the coastal community with an expenditure of ₹ 5 crore on various projects and ₹ 50 lakh is allocated to brand Vadi’s famous seafood. In addition, ₹30 crore is earmarked for housing under PMAY/LIFE schemes, ₹18 crore for welfare of SC/ST communities and ₹15 crore for start-ups in Kudumbashree and women’s wellness centers and women’s food parks.
