Bharatiya Janata Party (BJP) MP Bhim Singh in the Rajya Sabha on Friday (March 13, 2026) called for the establishment of a National Commission for Persons with Disabilities, as opposed to the mandate system currently in place, to “effectively address” the problems of persons with disabilities and protect their rights in the country.

During a special mention in the Rajya Sabha, MP Bhim Singh said that the Rights of Persons with Disabilities Act, 2016 provides for the appointment of a Chief Commissioner for PWD and two Associate Commissioners. “However, this system needs to be strengthened further,” he said, adding that the system alone is not enough to address the vast challenges faced by persons with disabilities.
Dr. Singh further suggested that a full-time National Commission should be set up to work with the states to “execute important functions such as formulating policy, monitoring effective implementation of programmes, making budgetary recommendations and making necessary legislative proposals”.
The lawmaker added that the architecture of the proposed National Commission should be similar to other national commissions, have “independent powers” and have regional offices to ensure accessibility.
Dr. Singh also praised Prime Minister Narendra Modi’s efforts in providing “respect and empowerment” to PWDs across the country, but added, “The time has come to convert his work into a permanent institutional framework.”
