The Government proposed that it should be obliged to provide two helmets for the two -wheel manufacturers at the time of the vehicle.
The Ministry of Road Transport and Motorway has proposed important changes in the central rules of motor vehicles from 1989 to apply this new rule.
According to the official notice of the government, this rule will become mandatory within three months after the final announcement of new rules for change in the official Journal.
According to the proposal of the announcement published by the Government on 23 June 2025, the new rule is to increase road safety for riders and a million passengers.
What does the announcement say?
The notification stated: “At the time of purchase of two rounds, three months from the date of start of central motor vehicles (—- a change) of the rules, 2025, the manufacturer of two wheels supplies two protective heads that correspond to the specifications set at the time of the two-round purchase”.
The helmets provided must meet the quality standards determined by the Indian Standards (BIS) Office (BIS). However, this requirement does not apply to individuals who are exempt under section 129 of the Motor Vehicle Act.
In addition to the provisions on the helmet, the government also proposed further security measures. Since January 1, 2026, all the new two-line L2 categories, which include motorcycles and scooters with engine capacity above 50 cc or the highest speed exceeding 50 km/h-buds equipped with anti-blocked brake systems (ABS).
ABS must comply with the Indian standard IS14664: 2010, which ensures better control and reduced chance of slipping, especially during sudden braking.
The proposed rules are currently open for public feedback. Citizens and parties were given 30 days from the date of publication to send their proposals or objections. Inputs can be shared with the Ministry e-mail on comments-morth@gov.in.
