Four candidates have filed their nomination papers for the by-pass at Dampa parliamentary seat in Mizoram, an official said on Sunday (Oct 19, 2025).
The candidates who submitted their nomination papers were Vanlalsailova of the ruling Zoram People’s Movement, R Lalthangliana of the Mizo National Front, Lalhmangaiha of the BJP and John Rotluangliana of the Congress, they said.
The deadline for nominations is Tuesday (October 21), submissions will be considered on Wednesday (October 22) and the deadline for withdrawing candidacies is Friday (October 24). The seat election will be held on November 11.
The poll is expected to be a four-cornered affair as all four major political parties have fielded their candidates. Minor parties or independent candidates are unlikely to participate in the election.
People’s Conference (PC) chairman Vanlalruata said his party would not challenge the poll.
The by-election was prompted by the death of MNF MLA Lalrintluanga Sailo on 21 July. According to the final list released on September 30, there are 20,790 voters in the assembly segment.
There are 41 polling stations in the constituency. Silsury-I polling station has the highest number of voters 1103, least 30 Zopui polling station. The counting of votes will take place on November 14.
MNF’s R. Lalthangliana with declared assets worth ₹17.19 crore is the richest candidate, followed by Congress’s John Rotluangliana who has declared assets worth over ₹15.37 crore.
Mr Lalthangliana along with his wife and three dependents owns movable assets worth over ₹3.23 crore and immovable assets worth over ₹13.96 crore, according to his affidavit.
His wife Ngurmawii Sailo and son Vanlalchhanhima Ralte have total liabilities of ₹4.12 crore. Mr Lalthanglian’s main sources of income are his pension as a former MLA and former association professor and house rent, while his wife and son Ralte run a business.
Mr Rotluangliana has movable assets worth ₹1.42 crore and immovable assets worth ₹13.95 crore.
BJP candidate Lalhmangaiha is the poorest of the bunch and has declared assets, both movable and immovable, worth ₹46.53 lakh. ZPM Sailo has movable assets worth ₹ 64.85 lakh and no immovable assets as per his affidavit.
No candidate has a pending criminal case or previous conviction.
