On the eve of the first anniversary of Operation Sindoor, Jammu and Kashmir Governor Manoj Sinha on Wednesday (May 6, 2026) said the Center was rolling out a comprehensive strategy to “integrate the border population into the national mainstream”.
“The Government of India is implementing a comprehensive strategy under the Vibrant Villages program to integrate the frontier population into the national mainstream with a focus on livelihood generation, infrastructure and connectivity,” said Mr. Sinha.
He said the program also aims to feed all the villages in four thematic areas which included all-weather road connectivity, telecom connectivity, television connectivity and electrification through convergence as per the existing norms of the scheme.
Several border villages, mainly in Rajouri, Poonch, Kupwara and Baramulla districts, were targeted by the Pakistan Army in 2025. The shelling left about 21 civilians dead and dozens of structures were also damaged.
Mr Sinha said the administration was determined to elevate the border settlements from the periphery of neglect to the forefront of national progress. “Border villages like Regal (Samba district of Jammu region) are the backbone of India. Our glorious history was shaped on the tortuous journeys of these border villages,” he added.
He said that efforts are being made to fulfill the aspirations of every individual citizen to meet the developmental demands of the border people. “We must ensure that by 2030, not a single family in the border villages of Samba remains below the poverty line,” said Lt. Gov.
Mr. Sinha said the administration was also committed to providing land tenure rights to the displaced persons.
Meanwhile, Mr. Sinha visited the Regal Border Out Post (BoP) and interacted with the jawans. He appreciated their “unwavering determination in guarding the national borders” and praised their exemplary role in Operation Sindoor.
