The Election Commission of India has announced a plan for Special Intensive Revision (SIR) of electoral rolls in 16 states – including Telangana – and three Union Territories under Phase III, with October 1, 2026 as the qualifying date. BLOs to visit from June 25, 2026
Door-to-door census conducted by Booth Level Officers (BLOs) will be conducted in Telangana from June 25 to July 24, 2026. The draft electoral roll will be published on 31 July 2026 and the final electoral roll will be published on 1 October 2026.
As per the schedule issued by Chief Electoral Officer Telangana, the revision process will start with preparation, training and printing work from June 15 to June 24, 2026.
What will BLOs do during door-to-door visits?
As part of the intensive review, BLOs will visit each household to distribute partially pre-filled census forms to all existing voters and assist them in completing their data. Officials said that BLOs will make at least three visits in cases where houses are found locked or closed.
Option to download the enumeration forms
Electoral Registration Officers (ERO) will publish the schedule of BLO visits in advance across localities to ensure greater public participation. Voters will also be able to download census forms and submit them online.
After collecting the filled forms, the BLOs will issue a receipt to the voters, while the online submissions will also be verified during house visits.
Officials have asked voters to provide details of their names or the names of their parents, grandfather or grandmother appearing in the electoral rolls of the previous special intensive revision conducted in 2002. The BLO will help voters fill in these details.
Details in the draft voter lists
The draft voter list will be published on July 31, 2026 and will include the names of all voters who have submitted duly completed census forms, either physically or online, during the door-to-door verification period.
Complaints and objections
The period for filing complaints and objections has been fixed from July 31 to August 30, 2026. During this phase, eligible citizens can apply for names through Form 6 along with the prescribed declaration form. Voters can also request to correct or update records, move residence within or outside the constituency, change EPIC cards and indicate disability status through Form 8.
For non Telangana voters
Submission of declaration form along with Form 8 will be mandatory for voters moving outside Telangana.
The Electoral Commission said that the ERO and assistants of the Electoral Registration Office (AERO) will initiate investigations in cases where the data provided by voters is incomplete. The necessary supporting documents can be submitted during the hearing.
Final electoral lists on October 1
The notification phase, including the issuance of notices, hearing, verification and disposal of complaints and objections, will continue concurrently from July 31 to September 28, 2026. The final voter list will be published on October 1, 2026, after all complaints and objections have been disposed of.
Appeal
The commission also informed that voters affected by the decisions of the ERO can file an appeal with the district magistrate according to § 24 letter a) of the Representation of the People Act of 1950, followed by a second appeal to the Chief Electoral Officer pursuant to § 24 letter
