As many as 33% of Delhi electorates were deleted from the proposals released after the Special Intensive Revision (SIR) exercise.
Out of a total voter base of 1,45,10,299, enumeration forms were successfully collected from 97,53,577 voters, representing 67.22% of the total population. However, a massive 47,56,722 entries or nearly 33% were flagged and excluded from suggestions.
The figures were released by the Office of the Chief Electoral Officer (CEO), Delhi, which was released after the SIR enumeration phase, which took place between June 30 and August 17 this year.
Why were the names excluded?
The majority of those excluded are 43,32,775 voters who are classified as permanently reassigned, absent or falling into other unverified categories. Additionally, the enumeration process identified 2,82,412 deceased voters and 1,41,535 duplicate records registered at multiple locations.

According to official notes, the Block Level Officers (BLOs) were not able to renew the forms for these individuals as they had either moved to other states, were not found, did not submit the form before the deadline or refused to re-register.
Affected citizens can still correct their voter status during the complaint and objection window, which runs from Aug. 31 to Sept. 30, 2026, the Office of the Chief Electoral Officer said.

He added that genuine voters omitted from the list can submit Form 6 along with the required declaration form to be reinstated, adding that residents can check their status in the Absent, Shifted and Dead/Duplicate (ASDD) list on the official website.
Over 40% voter turnout in 13 seats in Delhi
SIR’s analysis of the draft electoral roll reveals significant localized declines, with 13 of Delhi’s 70 constituencies seeing more than 40% of their registered voters omitted, according to a Times Of India report.

A 37% drop from the 2025 general election
The draft electoral roll lists 97.53 lakh voters, about 58 lakh voters less than the list used for the 2025 assembly elections, according to PTI. SIR also changed the demographic composition of the electorate in terms of gender and age.

The electoral roll for the council in February 2025 had 1,55,24,858 voters. The draft list therefore reflects a reduction of 57,71,281 voters, i.e. 37.18%.
Male voters account for a larger share of the decline. Their numbers dropped from 83,49,645 in 2025 to 49,88,993 in the draft, a decrease of 40.25%. Voters decreased from 71,73,952 to 47,64,137, which represents a decrease of 33.59%.
Delhi is among the states with the highest SIR deletions
More than 47 million voters were removed from the draft electoral roll in Delhi, making the capital among the states and Union territories with the highest number of deleted elections.
In Karnataka, 1.07 million out of 4.46 million voters were left out of the drafts. In Andhra Pradesh, 44.89 lakh names were excluded.
Dadra & Nagar Haveli and Daman & Diu saw omissions corresponding to 29.64% of their total electorate in the draft list prepared under SIR.
