Ahead of the upcoming Deepavali, Kali Puja and Chhath festivals, Bihar Chief Minister Samrat Choudhary on Friday (6 November 2026) held a review meeting and issued several key directives to officials regarding law and order, security, cleanliness and other necessary measures.

The Bihar CM said that a large number of people from Bihar return home from other states and abroad during the festive season and it should be ensured that they experience a sense of joy, security and positive change after arriving in their home state.

“Administration and police in all districts must work with utmost vigilance and preparedness. Everyone must remain alert and ready for Deepavali, Kali Puja and Chhath festivals. Along with maintaining law and order, all necessary preparations should be completed on time,” said Mr. Choudhary.

He ordered special attention for the four days of Chhath starting November 13, which is the biggest festival in Bihar, saying that comfort, safety and cleanliness for devotees must be given high priority. On November 5, he also inspected the Chhath ghats along the Ganges River to check the preparation.

The Chief Minister directed that adequate police force be deployed to maintain law and order during the festive season, along with Quick Response Teams (QRTs) should be set up in all districts and kept fully active and alert.

“Continuous patrolling should be ensured, especially near railway stations and bus stands. Police patrols must be effective and prompt action should be ensured in case of any unexpected incident. Proper cleanliness should be ensured at railway stations, bus stands, public areas and Chhath ghats,” Choudhary said.

He ordered district judges to regularly monitor these measures in person. The Chief Minister instructed that security arrangements and other facilities as per prescribed norms should be provided at all Chhath ghats.

“Local volunteers should also be involved in the measures and local swimmers should be deployed at Chhath ghats in villages. Electrical safety must be given top priority, use of unprotected (live) wires is strictly prohibited,” said Mr. Choudhary.

He further suggested that legislators and officials visit Dalit/Mahadalit settlements to celebrate festivals with the residents and encouraged all to observe these occasions with mutual love, harmony and enthusiasm.

The Bihar CM also directed that DMs hold regular meetings with public representatives to listen to their concerns and suggestions with due seriousness. Besides, the Chief Minister reiterated that those who are financially capable and wealthy should voluntarily give up 125 units of free electricity.

The chief minister has ordered that “Rapid Response Teams” be set up at every level to take immediate action against misleading or fake news. He stated that if the report was found to be accurate, necessary action should be taken; however, if the report is false, it should be refuted immediately.

The Chief Minister has announced that he will start visiting various districts after November 25 and from November 16 onwards. The implementation of development programs will be regularly reviewed with a special focus on ongoing development projects.

During the meeting, Chief Secretary Pratyaya Amrit and Director General of Police Preeta Verma gave detailed information about the preparations to maintain law and order. Ms. Verma said that 16,000 police trainees, 1,500 Police Training Center (PTC), Home Guards and Rapid Action Force (RAF) personnel have been additionally deployed to ensure effective law and order during the festive season.
