The Andhra Pradesh Capital Region Development Authority (APCRDA) has invited a request for proposal (RfP) to select a consultancy firm to design a comprehensive governance and institutional framework for the capital Amaravati.
Tender documents are available on the AP e-procurement portal, with the bidding window open from 12 March to 16 April.
The selected consultant will be tasked with preparing a plan to transition Amaravati from its current development phase to a fully operational and functional capital city.
The aim of the assignment is to outline institutional structures capable of providing infrastructure and services, mobilizing financial resources and ensuring sustainable urban development in accordance with the vision plan of the capital city.
The proposed framework must comply with the principles of institutional coherence, autonomy, responsibility and proper financial management, and at the same time be in accordance with the provisions of the 73rd and 74th Act on the Amendment of the Constitution.
Duties and taxes
A key aspect of the mandate is to recommend empowering municipal authorities to set and collect tariffs, taxes and user charges and access capital markets for debt financing. The consultant is also expected to design mechanisms for participatory governance and coordination with other government institutions.
The scope of work includes recommending legal and political reforms, such as drafting a bill on the administration of the capital city or proposing changes to existing laws. The terms of reference also include provisions relating to the allocation of police personnel to municipal authorities, the establishment of fast-track courts for planning offences, fiscal decentralization and a public-private partnership framework.
HR principles
In addition, the consultant will design an organizational and staffing framework, including staffing plans and capacity building strategies, based on global best practices.
A detailed institutional design report will also be prepared covering role clarity, body structures, revenue models and human resource policies for the various agencies involved in the governance of Amaravati.
