On December 27, 2012, the main ministers of various countries and trade unions and trade union ministers gathered at Vigian Bhavan in Nový Delhi at the 57th meeting of the National Development Council (NDC). He represented Tamil Nadu Jayalitha, who was elected to the office in the previous year. State Finance Minister O. Panneerselvam, the main secretary Debenderranath Sarangi and higher officials, accompanied her to a meeting that was convened to complete the design of the 12th five -year plan.
The NDC, chaired by Prime Minister Manmohan Singh, was a forum for decision -making and negotiations on development matters. After Singh added his introductory notes, the main ministers were called one by one to deal with the assembly, each assigning a period of 10 minutes.
Bell rang
When Jayalitha’s series came, she began to meet a meeting. After 10 minutes, the bell was ringing that signaled that its time was over. As the bell sounded, Jayalitha, who had not yet completed her speech, was angry. It came out of the hall with a delegation Tamil Nadu.
Hindu quoted resources and said Jayalithaa reached only 10. Page 28 -page speech when the bell was. The Prime Minister, who managed the proceedings, was then called another speaker: Finance Minister Andhra Pradesh Anam Ramnarayan Reddy.
Jayalithaa spoke to journalists outside the venue and accused the center of suppressing the voice of the main ministers. “The voice of the main ministers was suppressed. They were not allowed to speak freely. At the very beginning, we were told that each main minister would only be assigned to 10 minutes, and then be ringing.
Jayalithaa said she had attended many such conferences, including earlier NDC meetings and main ministers’ conferences where no such practice was accepted. “It is a complete humiliation of the main minister, who came to Delhi to present the opinions of the state government, in the interest of the well -being of the inhabitants of Tamil Nadu and in the national interest,” she said.
It also claimed that the government of the connected progressive alliance led by Congress (whose DMK was a voter) was discriminatory. “Those who supported the center were allowed to speak for 30 or 35 minutes and more. At the last conference I attended, the Prime Minister Assam was to speak for more than 35 minutes. It is impossible to express the views of the state government in such a short period. This is not democracy.
Manmohan’s “gesture”
The center quickly rejected its accusation and denied any discrimination between Congress and Ungress. The State Minister of Trade Unions for Parliamentary Affairs of Shukl said: “The Prime Minister showed a gesture by giving her the opportunity to speak first, immediately after his speech, even though her series was supposed to come much later.”
He said that with a long list of speakers – including 35 main ministers, deputy chairman of the Planning Commission, Minister of Finance and Minister of Agriculture – the time limit had to be promoted evenly. “The same arrangement was made for the main ministers of the Congress and Endress. The buzzer was also pushed for the main ministers of Congress.
According to him, the main Ministers of the NDC should use the main ministers to achieve something for the people of their states instead of “issuing a problem from an immense number”.

Meanwhile, President DMK M. Karunanidhi criticized Jayalalithain’s reaction and called her “exaggerated”. He said “The speech of the main minister (in text form) appeared in the newspaper. It would take more than an hour to read the whole speech.” In a letter to the members of his party Karunanidhi, he questioned the practicality allowing all the main ministers to read their full speech. “Therefore, it is exaggerated that Tamil Nadu was offended. It is not a real accusation,” he said, adding that even in the state gatherings there would be a bell to remind the members of the time limits.
