Bhubaneswar-based CSM Technologies is implementing a royalty management system for Kenya’s mineral sector
CSM Technologies Limited, a Bhubaneswar-based technology company that provides solutions in the governance sector, said it has developed and deployed Kenya’s Royalty Management System (RMS) for the state’s Ministry of Mines, Govt.
“Implemented through CSM Tech Limited, the company’s wholly-owned Kenyan subsidiary, the platform was launched on September 28 and now serves as the official nationwide digital channel for declaration, assessment, payment and monitoring of mineral royalties,” said Priyadarshi Pany, Managing Director and CEO of CSM Technologies Limited.
According to the company, the deployment comes at a significant time for Kenya’s mining sector as the country’s mining and quarrying sector is set to grow by 14.9% in 2025, following a 7.8% decline in 2024.
“Separately, the Ministry of Foreign Affairs for Mining reported that Kenya’s mineral exports were valued at approximately US$220 million in 2024-25, generating royalties of KSh 991.3 million,” it said.
“Mineral fees are more than just a revenue stream. They are the mechanism through which a nation’s natural wealth is transformed into public value for governments, communities and future generations. It is important to build a transparent and technology-driven fee management system,” Pany said.
According to the company, the RMS was designed to support the implementation of the Mining Act, Cap 306, which requires mineral rights holders to pay royalties for minerals produced and sold. Under Kenya’s revenue sharing framework, royalty revenues are shared between the national government (70%), county governments (20%) and host communities (10%), making effective selection and transparent governance essential for inclusive economic development.
“Developed as a secure, integrated and user-friendly digital platform, RMS enables mineral rights holders and licensed dealers to complete the entire royalty compliance process online. The platform enables users to digitally register and manage miner profiles, submit royalty statements online, receive automatic royalty assessments, generate invoices and make digital payments, track compliance status in real-time, access verified transaction records and monitor penalties and outstanding liabilities from CSM technologies.”
The Kenyan deployment draws on CSM Technologies’ extensive expertise in digital mining management and mineral management, the company said in a statement, adding that in India the company has successfully delivered several flagship mining technology platforms for state governments, including Rajasthan and Chhattisgarh.
