Government to set up high-level committee to resolve impasse over Section 22A lands after Telangana CM’s assurance
The Telangana government has taken steps to expedite land-related issues in line with Chief Minister A. Revanth Reddy’s 12-point action plan
The Telangana government has set up a committee of senior officials to resolve disputes relating to land classified under Section 22A of the Registration Act.
The high-level committee will be headed by Chief Land Administration Commissioner DS Lokesh Kumar and its members will include Legal Secretary Papi Reddy and Inspector General of Registrations and Stamps Rajiv Gandhi Hanumanthu. The orders setting up the committee were issued on Friday (September 18, 2026) within 48 hours of Chief Minister A. Revanth Reddy’s confirmation of amicable resolution of Section 22A issues.
GO 118 (LB Nagar)
The government has taken steps to expedite other land-related issues in line with the Chief Minister’s 12-point action plan. Accordingly, orders were issued to dispose of the applications received under GO Ms. 118 from the colony residents in LB Nagar on the outskirts of the city within one month. A circular issued by the government said that more than 9,700 families living in the colonies will benefit from this decision. However, the regulation would be subject to Supreme Court orders, if any.
The regularization process would start from Saturday (September 19, 2026). Revenue Minister Ponguleti Srinivas Reddy said that the issue of land regularization pattas in the areas will be a continuous process. Land/land owners should therefore consult with the relevant local officials and ensure that their land is legalised.
HMDA, GHMC or DTCP approved layouts and colonies
At the same time, the process will be initiated to regularize layouts and colonies approved by relevant authorities like HMDA, GHMC or DTCP where registrations have been suspended due to Section 22A. A decision to regularize these layouts/colonies will be taken within a few days as assured by the Chief Minister.
Singareni housing issues
The government has also decided to resolve housing issues related to the coal belt area covered by Singareni Collieries Company Limited. Registrations in these areas were suspended, though the then government headed by the late YS Rajasekhara Reddy issued orders (GO 76) allowing regularization of house sites.
Responding positively to the complaints, the government has entrusted Deputy Chief Minister Mallu Bhatti Vikramarka with the responsibility of holding discussions with MLAs from the coal belt to find a permanent solution to the vexing issue. The decision, Mr. Srinivas Reddy told the Assembly, followed the assurance given by the Chief Minister to applicants seeking exemption from Section 22A.
12-point action plan
The 12-point action plan announced by the Telangana Chief Minister a few days ago
1) Regulation of ULC Lands: Guidelines will be issued soon to cover pending and new applications
2) HMDA, GHMC and DTCP countries: System to be set up in a week to examine pending registrations of approved disbursements
3) Land issue in SCCL coal belt: High level district committee will be constituted
4) GO59: A committee will be set up to examine and approve 1,22,280 applications with transport documents
5) GO 118 (LB Nagar): Pending applications to attend within stipulated time. Dissolved cases will be removed from the section 22A list.
6) Houses built on allocated plots: There will be a detailed legal review and extensive consultation
7) Houses built on government land with government expenditure: There will be extensive consultation
8) Houses built on own land with government expenditure: Permission to transact after a five-year lock-in period
9) Private land patta pending nala conversion charges: Transactions will be allowed after payment of nala conversion, stamp duty and registration charges
10) Illegal and unauthorized arrangement or colony on Govt. country: A new regularization regime will be introduced
11) Rent to freehold regulation in Secunderabad: Committee to be set up in 30 days
12) Allotment of Freedom Fighters and Ex-Servicemen and Bhoodan Lands: To be incorporated in a comprehensive land pooling scheme which envisages houses for marginalized and weaker sections
