Chief Minister DK Shivakumar unveiled the ‘Karnataka model’ on the occasion of 100 days of his government

In a bid to make Karnataka a ‘model state’, Chief Minister DK Shivakumar on Thursday unveiled a series of initiatives, including digital citizen services platform Seva One, Chief Minister Raith Chaitanya’s scheme and the BMTC 2.0 mobile app, to bring governance and public services closer to the people.

Mr. Shivakumar marked 100 days of his government under the slogan ‘Drudha Karnataka Sankalpa’ and also signed a package approving a plan to distribute five million flats to landless people, especially in rural areas, during the current fiscal year (2026-27).

Focus on investments

The Chief Minister also outlined his vision for Karnataka and announced plans to set up a Global Investors Department and an NRI Department to attract more investment to the state.

In the presence of his predecessor, former Chief Minister Siddaramaiah, Mr. Shivakumar launched the Corporate Social Responsibility (CSR) portal to facilitate the development of 1,000 government schools this year through CSR initiatives.

Mr. Shivakumar reiterated the government’s commitment to continue the five guarantee schemes and said more than ₹ 1.45 crore had been spent on them so far.

‘No One Left Behind’

Highlighting his vision for the Karnataka model, Mr. Shivakumar said it would be based on the principle, “No one is left behind. Every region is moving forward. One vision for Karnataka. Turning security of guarantees into opportunity for all.”

Regarding women’s safety, he said the government would set up squads in every police circle and every station to crack down on gangs, extortionists and habitual offenders. “Zero tolerance so every citizen can live, work and prosper without fear,” he said.

Referring to the recent installation of 33 gates at the Tungabhadra Dam, Mr. Shivakumar said that for the first time the Chief Ministers of Karnataka, Andhra Pradesh and Telangana shared the dais to address the issues related to the river and protect nearly 12 thousand hectares of agricultural land.

“When Karnataka is strong, the south is stronger. And when the south is strong, India is stronger,” he said.

For Bengaluru

Under his government’s Beyond Bengaluru initiative, Mr. Shivakumar said the five cities will be developed as growth centers while harnessing the tourism potential of the coastal region. He also announced that the next cabinet meeting will be held in Mangaluru.

The government also launched One Karnataka Mobility App, KSRTC Avatara 2.0, Retrofit Emission Control Device (RECD) initiative for diesel vehicles and Sainik Samman scheme.

Digital services

The Seva One platform, described by the government as “One Government, One Digital”, is intended to provide citizens with a unified interface to access government services and communicate their requirements with the administration.

Chief Minister Raith Chaitanya’s programme, aimed at improving farm income through timely and site-specific agricultural advisory, was initially launched in Mandya, Belagavi, Vijayapura, Hassan and Shivamogga. The scheme is proposed to be extended to all districts.

The BMTC 2.0 mobile app will enable commuters to track buses in real-time, check routes and arrival times, buy tickets digitally and use a wallet.

The government described the move as part of its focus on “equal opportunities and inclusive development” and its commitment to the overall development of Karnataka.

During the inaugural program, Mr. Siddaramaiah and Deputy Chief Minister G. Parameshwara shared the dais with Mr. Shivakumar. Later, all the ministers joined them on stage as Mr. Shivakumar delivered his speech.
