Manipur DGP shifted to Cabinet Secretariat

Manipur Director General of Police (DGP) Rajiv Singh was on Thursday (May 21, 2026) appointed Secretary (Security) in the Cabinet Secretariat.

Mr. Singh, a 1993-batch Indian Police Service (IPS) officer of the Tripura cadre, was appointed as the police chief of Manipur on June 1, 2023, days after ethnic violence broke out between the Meitei and Kuki-Zo people in the state on May 3 that year.

Mr. Singh was appointed DGP by relaxing the conditions of service as he was not from the Manipur cadre.

On Thursday (May 21, 2026), the Appointments Committee of the Cabinet (ACC) “approved the appointment of Shri Rajiv Singh, IPS (TR:1993), Director General of Police, Government of Manipur, as Secretary (Security) in the Cabinet Secretariat with effect from the date of assumption of charge or until further charge.

Mr Singh oversaw operations to recover around 4,500 police weapons that were looted from police armories following the May 3, 2023 violence.

On 13 February 2025, the state was placed under President’s rule and until his removal on 4 February this year, approximately 1,000 extortionists were arrested in the state.

On 29 May 2023, the Union Ministry of Home Affairs (MHA) deputed Mr. Singh from Tripura to the Manipur cadre. When the changes were made, he was posted as Inspector General, Central Reserve Police Force (CRPF). The order stated that Mr. Singh was transferred from the Tripura cadre to the Manipur cadre for a period of three years under policy relaxation as a “special case in public interest”.

This was followed by DGP P. Doungel, who was transferred as Officer on Special Duty (Home), a newly created post. Mr. Doungel, a 1987 batch IPS officer of Manipur cadre, belonged to the Kuki community and has since retired.
