
Kochi Corporation is all set to implement Kerala’s first Local Area Development Plan (LAP) in Vyttila, anchored in the innovative concept of Transit Oriented Development (TOD).
The plan envisages the development of about 105 hectares within 500 meters of the Vyttila metro station, covering parts of Divisions 44, 45, 46, 47 and 48. The main components include the development of the Vyttila junction, the beautification of the flyover, the construction of the Vyttila North bus stop, the improvement of the street and the transport hub II.
To ensure public participation, the Corporation and Local Government Department will jointly organize an exhibition at Thaikkoodam Kunnara Park on Sunday (March 8, 2026) from 4:30 pm to 7:30 pm. Mayor VK Minimol will open the event. The exhibition will provide residents with a platform for registering objections, suggestions and opinions on project proposals.
Created during the tenure of the previous LDF council, the TOD-based LAP is expected to address long-standing problems faced by motorists, pedestrians and commuters around Kerala’s busiest junction. The plan will align with the company’s master plan, which maps the city’s development trajectory for the next two decades.
The LAP model seeks to densify the population around Vyttila while prioritizing public transport, pedestrian facilities and community spaces such as playgrounds. The LAP announcement is expected to promote a balanced residential ecosystem and attract natural investment. Development and construction activities in notified areas will have to fit within its wider framework.
While the ideal scenario would be LAPs for all 76 divisions of the corporation, experts suggest that a city the size of Kochi could realistically maintain five to six LAPs around select zones. Following Vyttila’s initiative, the previous council also created a LAP for Palluruthy, adopting a slightly different model that retains rural characteristics despite its urban setting. The corporation’s budget for 2025–26 has earmarked ₹2 crore for the preparation of a comprehensive and scientific LAP for Palluruthy.
