SIR Starts Tomorrow in Delhi: Key Dates, Required Documents & Everything You Need to Know | Today’s news

The Special Intensive Review (SIR) of electoral rolls in the nation-state will begin on June 30 with internal verification by Booth Level Officials (BLOs). Election officials said the aim of the exercise is to ensure that electoral rolls remain accurate and up-to-date ahead of future elections.

Along with Delhi, SIR also begins in Karnataka, Meghalaya, Maharashtra and Jharkhand on Tuesday, June 30.

Addressing a press conference on Monday, Delhi Chief Electoral Officer (CEO) Alok Kumar said the exercise will begin on June 30, Tuesday, with door-to-door verification by Booth Level Officers (BLOs).

Key dates of SIR in Delhi

In Delhi, SIR will continue till July 29. After that, the draft voter list will be published on August 5.

The period for submitting complaints and objections will continue from August 5 to September 4, with the notification and handling phase of complaints and objections running from August 5 to October 3. Finally, the publication of the final voter list is scheduled for October 10.

“During the exercise, BLOs will visit each household to distribute pre-printed enumeration forms in duplicate to existing voters and help them fill them. If the voter is not available, the form will be handed over to an adult family member or left at the residence if it is locked,” Kumar said on Monday.

BLOs are expected to make at least three visits to collect the completed forms. One copy of the submitted form will be retained by the BLO, while the other with acknowledgment of receipt will remain with the voter, Kumar said.

Currently there are 1,45,10,298 voters in Delhi. This includes 67,98,142 women and 1,024 third gender voters.

More than 13,000 BLOs have been deployed for the exercise and will visit households to verify details of existing voters, identify eligible new voters and facilitate corrections in electoral rolls.

SIR acrimony between EC and opposition

The SIR voter list, which has so far led to the delisting of nearly six lakh voters, has completed one year, PTI news agency reported on June 26.

The exercise, which has sparked outrage between the opposition and the Election Commission, continues in as many as nineteen states and Union Territories, with the Supreme Court upholding its constitutionality.

Pilot Exercise SIR started in Bihar on June 24 last year, ahead of the assembly elections.

After the Bihar SIR, its voter list was truncated by nearly 65 lakh people due to allegations by the opposition and activists that the electoral body was working at the behest of the BJP to disenfranchise citizens due to lack of documents.

In March, Supreme Court unanimously upheld the constitutional validity of the EC in the implementation of the SIR.

House by house enumeration

During SIR, BLOs will conduct house-to-house enumeration. A census form will be made available to every existing voter whose name exists in the voter list through the BLO. The voter must complete the census form, fill in the required details and return one copy to the BLO.

“If the BLO finds that any house is locked or closed at the time of enumeration, they will put the enumeration forms in the house and make at least three visits to collect the filled forms. However, if someone cannot receive the form, they can also fill it online,” Kumar said earlier.

“For the convenience of the general public, the list of voters of the last special intensive revision held in 2002 in Delhi has been uploaded on the website of the Chief Electoral Officer, Delhi. Voters who have shifted to Delhi from other states after 2002 can find their names on the ECI portal. All voters who are permanent residents of Delhi before 2002 can check their pre-2002 name available on the website of the Chief Electoral Officer, Delhi.” he said.

In Delhi, a large number of people come from other states and live on rent.

“If any voter has come from another state and settled in Delhi after 2002, his name will not appear in the Delhi Electoral Roll for the year 2002. In such a case, voters are requested to search their details at www.voters.eci.gov.in and note down their details like Relative Name, State Name, AC (Constituency List), Roll Number, Part AC Number, Voter Number 2002/2003/2005, the year of the last SIR held in that particular state, as the case may be,” he told ANI.

One day training of BLOs

Before the formal commencement of the exercise a a one-day training session was held for Election Commissioners and representatives of political parties participating in the SIR exercise in Delhi.

According to a statement by the Chief Electoral Officer (CEO) of Delhi, Subordinate Judges (Elections), Electoral Registration Officers, Assistant Electoral Registration Officers (AERO), BLO Supervisors and other officials participated in the training.

Various aspects of SIR, 2026 were held during two sessions of a training and briefing program in collaboration with technical experts from the Election Commission of India.

What are the key steps in SIR

BLO will be:

-Collect Form 6 and Declaration Form for new voter enrollment and matching/linking assistance

– Help the voter fill out the EF or Enumeration forms, pick them up and send them to ERÚ/AERO

– Make at least 3 visits to each voter’s home.

Voters can also fill EF Online, especially urban voters/temporary migrants.

-Identify dead, permanently displaced and voters who are registered in more than one place

– Apart from EF, no other document needs to be collected with EF during enumeration phase

List of orientation documents

1. Any identity card/pension payment order issued to a regular employee/pensioner of any Central Government/State Government/PSU.

2. Any Identity Card/Certificate/Document issued in India by Govt/Local Authorities/Banks/Post Office/LIC/PSU before 07/01/1987.

3. Birth certificate issued by the competent authority.

An extract from a previously verified electoral roll may be accepted by the SIR for identity verification in certain cases.
