Bihar Chief Minister Nitish Kumar on Sunday (October 26, 2025) said that law and order had improved remarkably in the state after his government assumed office in November 2005, declaring that “being a Bihari is now a matter of pride for its people”.
In a lengthy post on X, the CM wrote, “People cannot forget pre-2005 Bihar when crime and corruption were at their peak in the state. When our government came to power in 2005, we prioritized restoration of law and order above all else and established the rule of law. Zero tolerance policy has now been adopted for crime and corruption. Now there is no atmosphere of fear or pride for the state of Bihar. people state.”
Alluding to the INDIA bloc without naming the opposition leaders, the CM said that before 2005 (when RJD was in power) there was total anarchy in the state.
“It was difficult for people to come out of their homes after 6pm. Our sisters and daughters were not safe. Kidnapping became an industry. Vehicles were looted from car dealerships. Nobody wanted to buy a new vehicle because of the fear of criminals,” he wrote.
“Even those who had money did not want to build new houses. Industries and businesses were closed due to the terror of extortionists. Doctors and engineers migrated from the state,” he claimed.
“The whole system collapsed. There was no such thing as law and order in Bihar. Crime was directly protected by those in power. The people of the state were forced to live in the shadow of fear. To be a Bihar was considered an insult at that time,” the CM wrote.
Previously, the police did not have vehicles or weapons. Due to the lack of modern weapons, police morale was very low, Kumar said.
“In 2005, the number of police stations in Bihar was only 817, now it has increased to more than 1,380,” he added.
On 24 November 2005, when the new government came to power, the Bihar police force was relatively low. At that time, only 42,481 police officers were employed, Kumar said.
Since 2013, women in the police force have the benefit of 35 percent reservation. To ensure the safety of women and empower them, a large number of constables have been recruited into the Bihar Police, he wrote.
Besides, a ‘Tribal Women’s Pride Battalion’ has been formed, he said, adding that the participation of women in the Bihar police force is now the highest in the country.
The people of the state decided in 2005 that they wanted Bihar to move forward on the path of development, he said.
“2005 was a turning point for Bihar. Today Bihar is developing fairly. Youth are getting jobs and there are many job opportunities available for them. New Bihar is a state of industry… the state is prospering. People of Bihar will never go back to that time of anarchy,” he added.
Assembly elections in Bihar will be held in two phases on November 6 and 11 and the results will be declared on November 14.
