The railway issued a warning that urged higher officials to ensure compliance with the safety rules after the engine was knocked down and derailed the stuck train.
According to Railway sources, there was an accident between Salaiya and Kawar’s railway stations in the Dhanbad division in East Central Rail in Jharkand a few weeks ago. After a freight train was stuck in the middle of the section, the rescue locomotive was rushed from the Salaiya station to move it to the next station.
The relief crew failed to control the speed and collided with the brake van (the last vehicle), resulting in derailment.
The investigation revealed that the locomotive was running at 55 km/h, which was contrary to a speed limit of 15/10 km/HV of the travel office-602.
The travel office is issued by the main station Loco Pilot to allow the movement of the relief engine or train to the part of the track, where another train is already present, due to an obstacle or other emergency situation. It also specifies the speed limit for a relief train, usually 15 km / h during the day and 10 km / HV night, the sources said.
After reporting the accident, the Railway Council issued a circular to the general managers of all zonal railways to ensure that the speed limit prescribed in such situations was strictly observed.
Supervisory officials were told to record the distance and time needed for the embossed locomotive to reach an emergency train and check that the average speed carried out in any movement of the auxiliary locomotives in the block sections was at permissible limits.
“It should be ensured that the crew follows the prescribed speed limits according to the issued organ. Anyone who found that these limits violate these limits should be accepted to prevent these incidents due to excessive speed,” the circle said.
General managers were asked to carry out a 15-day ride to check compliance with the Ta-602 regulations and send a report to the Railway Council, the sources said.
