The Madhya Pradesh cabinet approved the rules for the promotion of employees and officials of the state government on Tuesday (June 17, 2025), which waited for about nine years, said Chief Minister Mohan Yadav.
Yadav announced the decision on X, said the interests of all employees, including the planned caste and planned tribes, were taken into account in the solution.
“After the promotions are cleaned, 2 lake posts will be released in government services and there is a possibility of fresh recruitment for them,” he said.
The rules of promotion of the public service Madhya Pradesh, 2025, include a 20 % reservation for ST and 16 percent for SC communities, the government said in a statement.

“SC and ST Public employees will also have the opportunity to gain access to promotion based on merit,” he said.
Cabinet Kailash Vijayvargiya, who informed the media, said that promotion actions await for various reasons, including several cases in courts.
“The rules were taken after consultation with the Ministry of Law on various decisions of the Supreme Court and the High Court, so that the process of promotion would not meet any legal obstacles,” he said.
The government statement stated: “The provisions for the promotional committees, which in the current year are issued to prepare selection lists for next year, ie the provisions for preliminary DPC (committees for promotion of the department) were included.”
He added that the seniorities of officials would have the appropriate weight and those who gain minimal qualification marks will be entitled to promotion.
No rotating system
The Government has stated that while Class 1 officials will be promoted on the basis of merit-cum-senirity, there will be no branded system for Class 4 employees and that they will be promoted on the basis of appropriateness.
The new rules eliminate the rotary system that the government has claimed will help create more promotional contributions.
“DPCs are empowered to determine the suitability of candidates,” she said, adding that the provisions were also made to carry out DPC inspection meetings to re -consider their decisions.
“Before any DPC meetings, measures will not be taken (against any official) only on the basis of a notice of the cause in a sealed envelope, allowing more officials to receive promotion actions,” he read, adding that this step will create approximately 2 Lakh new vacancies in the state.
According to reports, this step is expected to benefit about 4 workers and officials in various government offices.
