US President Donald Trump has sent his top border official, Tom Homan, to Minnesota as his administration faces mounting political, legal and public pressure over a crackdown on immigration that sparked mass protests and the fatal shootings of two US citizens by federal agents. The move signals an effort by the White House to regain control of a rapidly escalating crisis that has turned Minneapolis into a focal point of the national immigration debate.
Who is Tom Homan?
Tom Homan (born November 28, 1961) is an American law enforcement veteran and one of the toughest figures in US immigration policy. Homan, a former acting director of U.S. Immigration and Customs Enforcement (ICE), rose to national prominence as a fierce advocate of mass deportations and strict border enforcement. In November 2024, President Donald Trump named him “border czar” for his second presidency, putting him at the center of a government crackdown on immigration.
Early life and education
Homan was born in West Carthage, New York, into a Roman Catholic family with deep roots in law enforcement — both his father and grandfather served as local police officers.
-Associate’s Degree in Criminal Justice from Jefferson Community College
-Bachelor’s Degree in Criminal Justice from SUNY Polytechnic Institute
Law enforcement career
Homan began his career as a local police officer in 1983 before joining the US Immigration and Naturalization Service (INS) in 1984. During a 30-year federal career, he served as:
-Supervisor and senior official
He worked extensively along the US-Mexico border, including broadcasts in Texas, California and Arizona, and later became a supervisor on the Texas border.
Obama Administration (2014–2016)
Under President Barack Obama, Homan was named executive deputy director of ICE’s Enforcement and Removal Operations, which oversees deportations nationwide.
During that period, Homan became an early and vocal supporter of family separation as a deterrent to illegal immigration — years before the policy was formally adopted under Trump. Journalist Caitlin Dickerson later described him as the “intellectual father” of politics.
In 2015, he received the Presidential Rank Award as a distinguished executive.
First Trump Administration (2017-2018)
In January 2017, President Trump appointed Homan as acting director of ICE. Under his leadership:
-ICE arrests skyrocketed with a 38% increase at the start of Trump’s term
-Homan publicly warned that undocumented immigrants “should be afraid”
-Agressively opposed sanctuary city policies, at times suggesting that elected officials face prosecution
-Homan was instrumental in advising DHS Secretary Kirstjen Nielsen to implement a zero-tolerance immigration policy that led to widespread family separations at the border. He consistently defended the policy in media appearances and congressional testimony.
– Left ICE in June 2018.
Second Trump administration (2025–present)
Trump has formally named Homan “border czar,” giving him major authority over deportation policy. Homan pledged to lead “the largest deportation force this country has ever seen.”
-Supported the use of the Alien Enemy Act of 1798 for deportations
-Supported deportations even in violation of court orders
-The administration has called for about 140,000 deportations by April 2025, although independent estimates suggest a lower number.
Why did Trump send Homan to Minnesota?
Homan was sent to Minneapolis as the White House faces growing backlash over its immigration operation in the state, known as Operation Metro Surge.
– The fatal shooting of Renee Good, a 37-year-old mother of three, by an ICE officer in early January
-The killing of Alex Pretti, an American citizen and ICU nurse, by Border Patrol agents during a protest last weekend
-Both incidents were caught on video and sparked nationwide protests, bipartisan criticism and legal action from Minnesota and its largest cities.
