The story so far:
The Election Commission (EC) has just closed a special intensive revision (Sir) of electoral roles in Bihar. It proposes to decompose it in other countries a gradual way.
What is the current meaning?
Section 21 of the 1950s Act (RP Act) is engaged in the preparation and revision of election roles. The summary revision is carried out before any general choice or electoral election in any constituency. The RP Act also entitles EC to perform a special inspection of the election role at any time.
ES decided to lead Sir for the whole country through the order of 24 June. Given that in November the electoral assembly of Bihar are due, the Commission issued instructions for the Sir Election role in Bihar, with 1 July as the date of qualification.
The Sir in Bihar included the submission of the enumeration forms by all registered voters, submitting any eligible documents to prove citizenship (for voters registered after 2003), publication of election roles on the basis of presented forms, applications and objections, verification and liquidation final regulations, and issuing the final regulations.
The Sir process was questioned at the Supreme Court. In his temporary orders, the court ordered the EC to accept Aadhaar as one of the eligible documents to be submitted together with the list as evidence of identity. The last role for Bihar was published by ES 30. September. The Commission proposes to complete the Sir process for the whole country a gradual way on the basis of electoral plans for different countries.
What are different forms?
In the current context, it is important that citizens know about various forms dealing with election blinds. These forms are provided in the registration of the 1960 voters (RER) rules. A brief summary of all important forms according to RER is shown in the table below. It also contains detailed instructions for completing the application with respect to each of these forms.
What should citizens do?
There are political arguments for and against Sir exercises, as is done in Bihar. However, pure election roles are primarily for the leadership of free and fair elections, which is necessary for our functional democracy. ES would have hoped to devise a more expansion plan in future Sir, which provides sufficient time to seamless voters’ participation. The list of eligible documents is also likely to include Aadhaar as evidence of identity, in the subsequent SIrs according to the Supreme Court Directive.
Meanwhile, citizens should ensure that they verify published role proposals. They should fill in the list forms as needed.
New voters and voters who moved to different constituents should fill in the relevant forms. Political parties and groups of civil society should help citizens, especially marginalized troops throughout the process. This would ensure pure election roles without being at risk of vote by every eligible citizen.
