When the left democratic front (LDF) led by Pinaraya Vijayan came to power in 2016, speculation was developed, as the new government would accommodate the Communist Party of India (Marxist) (CPI (M)) veteran and former main Minister Vs Achuthanandan.
The state cabinet gave speculation to rest in October of the same year by appointing Mr. Achuthanandan as chairman of the administrative reform commission. The post came up with the rank of cabinet.
Mr. Achuthanandan officially led the commission that had former main secretaries of CP Nair and Neel Gangadharan, until January 2021.
During these five years, however, the Commission came up with 14 detailed reports – on average almost three per year – on a wide range of topics. 14. The report dealt with its own commission performance.
First message
The first message was about the Vigilance system. In the preface to the report submitted to the government in August 2017, Mr. Achuthanandan noted; “The fact that there are a limitation of the vigilance mechanism means there are gaps for corruption. That is why the Commission, as the first recommendation, prefers the creation of the State Vigilation Commission and the headquarters of the vigilance.”
Sheela Thomas, a former Ias officer who was a member of the Commission, reminds that Mr. Achuthanandan was active in the commission’s positions to the point where he forced him to resign him. “He was quite active and attended all meetings and public hearing organized by commissions.
12 and 13. The reports dealt with the finances and reforms of planning and secretariat. Mr. Achuthanandan published his resignation through Facebook on January 30, 2021 and said that the Commission traveled over the length and breadth of the state, consulted people and organized seminars and meetings. He began to observe that “the value of the money spent on the commission would be determined by measures on recommendations submitted before the government. I hope this will happen.”
