Distribution of enumeration forms to voters in Shivamogga district under Special Intensive Review (SIR) is underway and booth level officers (BLOs) have so far covered 37.85% voters in the district, Deputy Commissioner Prabhulinga Kavalikatti said.

At a press conference on Friday, Mr. Kavalikatti said that BLOs have been instructed to visit door to door and distribute enumeration forms. Out of 15,19,459 voters in the district, 5,75,101 have received the forms. “Voters have to return the filled forms to the BLOs who will digitize the information. So far 0.74% of the enumeration forms have been digitized by the BLOs,” the DC said.

Mr. Kavalikatti said the names of voters who submit completed forms will appear on the draft voter list to be published on August 5. The public will have until September 4 to submit their claims and objections to the draft list. These claims and objections will be processed by October 3 and the final voter list will be published on October 7.

“We have issued clear instructions to BLOs that they have to visit door to door to distribute forms. BLOs cannot ask voters to meet them at any particular place. We will take action if any such cases arise,” the DC said.

Mr. Kavalikatti said voters can easily fill the enumeration form. “They are asking for information about the constituency, ward number and serial number of their names as per the 2002 electoral roll. Voters can get this information on the website of the Chief Electoral Officer (DC said.

If the voter was not a voter in 2002, he could fill out a form with information about a relative – father, mother or grandparent. “We are checking the progress of the SIR every day. The district administration hopes to complete the distribution of the forms in three to four days. The time to return the filled forms is July 29,” the DC said.

Apart from BLOs, Booth Level Agents (BLAs) appointed by political parties can also collect the completed forms and forward them to BLOs. “Voters should be careful who they give copies to. We will also publish the names of booth-level agents appointed by political parties,” he said.

He also clarified that while BLAs could accompany BLOs during the distribution of enumeration forms, they were prohibited from carrying promotional materials during house visits. “When BLA visits houses, they cannot carry any promotional material, even in view of the SIR process,” the DC told reporters.
