Uttar Pradesh plans to recruit 10,000 new teachers to improve education

Chief Minister Yogi Adityanath said, “The state government is continuing the process of recruiting 20,000 new teachers and instructors to further strengthen the transformation journey of the Board of Basic Education.”

The Chief Minister was speaking at a function and extended honor check distribution program for 24,717 part-time instructors organized by the Department of Basic Education at the Lok Bhavan Auditorium on Sunday.

He said, “The government is constantly striving to improve the quality of education. In this direction, the School Commission has been established to select teachers at various levels.”

He said a request for 10,000 new teachers has already been sent, while new lecturers will also be appointed in upper primary schools, improving the pupil-teacher ratio.

The Chief Minister said, “In 2011-12, the appointment of part-time instructors under the Board of Basic Education began to provide education to children aged 6 to 14 years under the Right to Free and Compulsory Education Act. At that time, the instructors were paid a monthly honorarium of Rs. 7,000. They serve 6,192 in the field of work experience education, bringing the total number to 24,296.”

He said there was no increase in their honorarium from 2011-12 to 2022. During a meeting with the instructors’ federation in 2019, he personally sought a proposal, but a decision could not be made due to the announcement of the election.

He added, “In 2022, the government increased the honorarium by Rs 2,000, but even the government itself was not happy with the increase.”

The Chief Minister said, “The government believes that instructors, Shiksha Mitras and every employee connected with basic education should be given dignified respect and honorarium. The government has accepted the long pending demands and has now increased the honorarium of instructors to ₹17,000 per month. Along with this, they and their families will also get cashless health insurance up to ₹5hh.”

He directed all the instructors to register immediately on the portal prepared by the Basic Education Board so that the health cards can be distributed at a grand ceremony next week.

The Chief Minister said, “Linking nearly 1.43 lakh Shiksha Mitras, 24,296 instructors, teachers and non-teaching staff with social and health security is a priority of the government.”

He said that anyone who continuously contributes to strengthening the foundations of education in India must be guaranteed social security. The increased fee will be transferred directly to bank accounts, and the cashless medical facility will follow up on it.

He added: “In 2019, the government provided female instructors with six months of maternity leave with full pay. A voluntary school transfer facility was also introduced in 2023, allowing more than 4,000 instructors to choose schools according to their preferences.”

The Chief Minister said, “When our government came to power in 2017, the condition of the Board of Basic Education was extremely poor. There were even proposals to end the services of instructors in schools with less than 100 students, but the government rejected them and launched the ‘School Chalo Abhiyan’ and ‘Operation Kayakalp’. Today, access to primary schools has improved significantly in 9% schools.”

He said the non-participation rate, which used to be 17-18%, has now come down to almost 3% and the government is trying to reduce it to zero.

The Chief Minister said, “Every child is born with some form of talent. Some excel in sports, others in arts or science. It is the responsibility of teachers and instructors to identify the hidden talents of children and provide opportunities for them to grow.”

He said that children should not be suppressed but inspired and guided in the right direction.

“Self-discipline, punctuality, cleanliness and values are important components of the education system,” he added.

Appealing to the media, he said: “If children are seen participating in voluntary work activities, it should not be portrayed negatively.”

He added that children should not be too gentle; instead, they should be strong, disciplined and self-reliant. He also said that teachers who promote discipline and cleanliness among children should be honored rather than punished.

The Chief Minister said, “Operation Kayakalp was presented by NITI Aayog as a success story before the nation.”

He said that this transformation was made possible by the joint efforts of Shiksha Mitras teachers and instructors associated with the Board of Basic Education.

He added, “Due to the government’s clear intention and transparent policy, nearly 1.6 million children are now studying in Basic Education Board schools across the state.”

He said the government has made arrangements for shoes, socks, uniforms, sweaters and other equipment for the children. The money is transferred directly to the parents’ bank accounts.

He assured that the books would also be made available on time. The most important thing is that children stay connected to the school environment and participate not only in studies, but also in sports and other activities.

The Chief Minister said, “18 residential Atal schools have been set up for the children of laborers and needy families where 18,000 children can live and study together. These schools have been equipped with world-class infrastructure and the government bears the full cost of food and accommodation. In a similar vein, two mixed Chief Minister schools are being developed in each district, offering Class 1 from pre-primary education along with sports facilities.”

He said Kasturba Gandhi Balika Vidyalayas were upgraded from class 8 to class 12 in the first phase. Now funds have been allocated to establish one Kasturba Gandhi school in all 825 development blocks. He added that the success stories of daughters from poor families continue to inspire the government.

Referring to the global circumstances, the Chief Minister said, “Just as the tension between Iran and the United States affects the entire world, similarly, if even one child remains without education, the entire society and nation bears the consequences.”

He added, “Every child must be associated with education to build Viksit Bharat and Aatmanirbhar Bharat.”

The Chief Minister added that under the leadership of Prime Minister Narendra Modi, the country is moving forward and the ongoing transformation in the education sector is laying a strong foundation for the India of the future.

Deputy Chief Minister Brajesh Pathak, Cabinet Minister Manoj Kumar Pandey, Basic Education Minister Sandeep Singh, Legislative Council Member Avneesh Kumar Singh, Dr. Lalji Prasad Nirmal, MLA Dr. Neeraj Bora and Additional Principal Secretary for Primary and Secondary Education Partha Sarathi Sen Sharma were also present on the occasion.
