
The White House on Friday released an artificial intelligence framework that seeks to give parents “control over their children’s digital environment and upbringing.” He favors federal leadership, arguing that a patchwork of conflicting state laws would undermine innovation.
The National AI Policy Framework’s legislative plan for Congress is divided into seven broad categories, from online safety laws for children to protecting free speech and streamlining AI infrastructure.
Here are some key aspects of the US national policy framework for AI:
1. Safety of children
The framework calls on Congress to build on its existing online safety actions for children, such as the Take It Down Act, which criminalized the online publication of non-consensual sexually explicit “deepfake” images and videos.
The White House said future regulations should provide parents and guardians with “robust tools” to manage children’s online activities, along with creating “commercially reasonable privacy protections” for age assurance requirements.

The White House has recommended that Congress not prevent states from enforcing their own online safety laws for children, including those related to material related to sexual abuse, even if it was created by AI.
2. Protecting American communities
The guiding principles of the AI Framework include protecting and strengthening America’s communities; respecting intellectual property rights, preventing censorship and protecting free speech, enabling innovation and ensuring the dominance of American AI and educating Americans and developing an AI-ready workforce.
“Achieving these goals requires a common-sense national policy framework that allows American industry to innovate and thrive while ensuring that all Americans benefit from this technological revolution,” the statement said.

The statement said the administration recognized that some Americans are unsure how this transformative technology will affect matters they care about, such as the well-being of their children or their monthly electric bill.
“These issues, along with other emerging AI policy considerations, require strong federal leadership to ensure public confidence in how AI is developed and used in their everyday lives,” it said.
3. Federal framework
The White House has urged Congress to guarantee ratepayers won’t face increased electricity costs to build and operate a new AI data center, while streamlining federal permitting to speed up infrastructure development.
“Importantly, this framework can only succeed if it is applied uniformly across the United States. A patchwork of conflicting state laws would undermine American innovation and our ability to lead in the global AI race,” the White House said in a statement.

It argued that the federal government is uniquely positioned to set a consistent national policy that will allow us to win the AI race and deliver its benefits to the American people while effectively addressing the policy challenges that accompany this transformative technology.
“Congress should pre-empt state AI laws that impose an undue burden to ensure a minimally burdensome national standard consistent with these recommendations, not fifty inconsistent ones,” he says.
4. Intellectual property rights, support of creators
The framework states that “America’s creators, publishers, and innovators should be protected from AI-generated output that infringes on their protected content without undermining lawful innovation and freedom of expression.”
Congress should support a balanced approach that enables advanced AI training on copyrighted material while strengthening the ability of creators to negotiate with AI providers and combat unauthorized AI replicas.
5. Prevention of censorship and protection of freedom of speech
He says, “The federal government must defend free speech and First Amendment protections while preventing artificial intelligence systems from being used to silence or censor lawful political speech or dissent.”
6. Enabling innovation and ensuring US AI dominance
The AI Framework states that the US must lead the world in AI by removing barriers to innovation, accelerating the adoption of AI applications across sectors, and ensuring broad access to the testbeds needed to build world-class AI systems.
7. Educating Americans and Developing an AI-Ready Workforce
The framework posits that American workers must benefit from AI-driven growth, not just the outputs of AI development, through youth development and skills training, the creation of new jobs in an AI-powered economy, and expanded opportunities across sectors.
The administration looks forward to working with Congress in the coming months to turn this framework into legislation that the president can sign, the statement said.
