
The UK is on the verge of introducing one of the world’s toughest anti-smoking laws after a landmark bill aimed at creating a “smoke-free generation” cleared the last parliamentary hurdle. The legislation now awaits formal assent from King Charles III to become law.
The Tobacco and Vapes Bill, first introduced in 2024 under the current Labor government, has been passed by both the House of Commons and the House of Lords, marking a major milestone in the country’s public health policy.
Lifetime ban for future generations
The basis of the legislation is a gradual but permanent ban on the sale of tobacco to younger generations. Under the new rules, individuals who do not turn 18 before January 1, 2027 will never be able to legally buy cigarettes or other tobacco products.
Technically speaking, the legal age for purchasing tobacco – currently set at 18 – will increase by one year every year from 2027. This basically means that anyone born on or after January 1, 2009 will face a lifetime ban from buying tobacco.
Implementation
The law will apply to all four countries of the UK – England, Scotland, Wales and Northern Ireland – and has been developed in partnership with devolved governments in Belfast, Cardiff and Edinburgh.
Merchants who break the rules by selling tobacco products to ineligible persons will face financial penalties.
Stricter controls on smoking and vaping
The bill also introduces sweeping new restrictions on smoking and vaping. Indoor non-smoking areas will be extended to certain outdoor public spaces, such as playgrounds and areas outside schools and hospitals.
Additionally, most indoor places where smoking is prohibited will also be vape-free. Vaping will also be banned in vehicles carrying people under the age of 18, in line with existing smoking laws.
However, smoking will continue to be permitted in designated outdoor areas of pubs, bars and hospitality establishments, as well as in private homes.
Stricter regulation and ban on advertising
The government will gain new powers to regulate tobacco, nicotine and vaping products, including their flavors and packaging. A registration system will also be introduced for such products entering the UK to strengthen surveillance.
Under the new framework, advertising for both smoking and vaping products will be banned.
