
Ukraine had no role in drafting the proposals the United States is reportedly discussing with Russia, a Ukrainian official told Reuters, according to Russian news agency TASS.
The official reportedly added that Ukraine had only received “signals” about the proposals from Washington.
The American delegation visited Kyiv
Washington’s embassy in Ukraine confirmed that a US delegation led by Army Secretary Daniel Driscoll visited Kyiv to assess the situation and discuss possible ways to end the ongoing conflict.
The Kremlin denies negotiations on a new proposal
In response to a question from TASS, Kremlin spokesman Dmitry Peskov said that Moscow and Washington are not discussing any new proposals for solving the Ukrainian crisis that could supplement the agreements reached between Russian President Vladimir Putin and former President Donald Trump at their August meeting in Alaska.
Trump administration proposes secret 28-point Ukraine peace plan
The Trump administration has been secretly working with Russian officials to draft a new plan to end the war in Ukraine, US and Russian sources told Axios. The plan, inspired by President Trump’s successful push for a Gaza deal, consists of 28 points divided into four main areas: peace in Ukraine, security guarantees, European security and future relations between the US, Russia and Ukraine.
A top Russian official expressed optimism about the plan, telling Axios: “We feel that the Russian position is really being heard.
The negotiations are led by ambassadors
Trump’s envoy Steve Witkoff is leading the development of the plan. A U.S. official told Axios that Witkoff discussed the proposal extensively with Russian envoy Kirill Dmitriev, who runs a Russian sovereign wealth fund and is deeply involved in Ukrainian diplomacy. Dmitriev spent three days in Miami with Witkoff and other members of Trump’s team from October 24-26.
Witkoff was supposed to meet with Ukrainian President Volodymyr Zelensky in Turkey, but he postponed the trip, according to Ukrainian and American officials. Earlier this week, he met with Zelensky’s national security adviser Rust Umerov in Miami.
“We know the Americans are working on something,” a Ukrainian official told Axios.
Trump signals willingness to negotiate
A White House official told Axios: “The president has made it clear that it is time to stop the killing and make an agreement to end the war. President Trump believes there is a chance to end this senseless war if flexibility is shown.”
Dmitriev explained that the proposal builds on the principles agreed upon by Trump and Putin in Alaska and aims to “address the Ukraine conflict, but also how to restore US-Russian ties (and) address Russia’s security concerns.”
“It’s actually a much broader framework that basically says, ‘How do we really finally bring lasting security to Europe, not just Ukraine,'” he added.

Friction points and European reach
Dmitriev stressed that the effort is separate from a Gaza-style peace plan for Ukraine, which he says has no chance of success because it ignores Russian positions.
He told Axios that the US side was explaining the “advantages” of the current approach to the Ukrainians and the Europeans, adding: “This is happening against the backdrop of Russia definitely having more successes on the battlefield.”
The American representative said that the White House has started to inform European representatives in addition to the Ukrainians. “We think the timing is good for this plan now. But both sides need to be practical and realistic,” the official said.
The Trump administration aims to produce a written document outlining the proposal before the next meeting between Trump and Putin, although plans for a summit in Budapest remain on hold, Axios reported.
