Right-wing US media personality and big Trump supporter Steve Bannon claimed on Thursday, October 23 that Donald Trump will be president for the third time in 2028 and there is a “plan” to make it happen.
Steve Bannon said in an interview that Donald Trump will get a third term. “Trump is going to be president in ’28 and people kind of (have to) adjust to that,” he said.
When asked about the 22nd Amendment, which prevents a candidate from being elected president of the United States for a third term, Steve Bannon said “there is a plan.”
“There are many different alternatives. We will outline what the plan is in due course, but there is a plan,” he said, without giving further details about the “plan.”
‘We must finish what we started’
Steve Bannon called Trump “an instrument of God’s will” and said the American people needed him for another term.
Steve Bannon said: “He’s not perfect. He’s not churchy, he’s not particularly religious, but he’s an instrument of God’s will. And you could tell by the way he’s done it. We need him for at least one more term, right? And he’s going to get that in 2028.”

“We had longer odds in 2016 and longer odds in 2024 than we had in 2028. We have to finish what we started.”
“There are methods”: Trump
In March 2025, Donald Trump claimed that there were “methods” to achieve this (running for president for the third time) and emphasized that he was “not kidding”.
“A lot of people want me to do it. But I basically tell them we have a long way to go, you know, it’s very early in the administration. I’m focused on the flow,” he added, referring to his current term as president.
What does the US Constitution say?
This is not the first time that Steve Bannon has declared that Donald Trump will run for president for the third time.
“We are working on it. I think we will have several alternatives. We will see what the definition of the term limit is,” he said, adding: “I firmly believe that President Donald Trump will run again in 2028 and win. “A man like this (Donald Trump) comes along once in a century, if we’re lucky. Now we have him,” Steve Bannon said.
But does the US Constitution allow it? Ratified in 1951, the Twenty-second Amendment is a rule in the US Constitution that limits the president to only two terms.
This means that no individual can serve as president more than twice. This rule was put in place to ensure that no single leader remained in power for an extended period of time.
It says: “No person shall be elected to the office of President more than twice, and no person who has held the office of President or acted as President for more than two years during a term during which another person was elected President shall be elected to the office of President more than once.
