He spoke after the start of the delegate meeting “Bhoomi – a digital survey for intelligent land management: innovation, integration and impact” of the National Conclave organized by the Ministry of Income and the Survey and Land Department on Thursday on Thursday.
Rajan said that Kerala was the first state to conduct legislation for land. It was a revolution in the area of land ownership. Tenants who cultivated the land received ownership. At the same time, agricultural workers also received land. There was also sufficient provision for providing an exception to industrial, commercial, educational and charity institutions, he stressed.
Land reforms in the state were based on social justice. Several states in the country followed the Kerala’s model. The implementation of a digital survey meant the second land reform in the state. Its aim was to provide accurate measurement and title of the country legally owned by the individual. “We are traveling from the assumed title to a convincing title and the Digital Survey Ente Bhoomi mission was a milestone on this journey,” he said.
There were very few complaints about land records in digitally monitored villages. Since records before the registration were provided before mutation and authentic income records, the land transfer was much more transparent, he said.
Kerala, said the Minister, was the first state to implement a unique Thandaper in 2022 to identify all those holding the land above the ceiling specified in the Land Act.
One of the main achievements of digital survey was soil identification available for distribution between soils. It also helped identify people who hold the land without a proper title. They tried to assign such an eligible ground.
“In the last four years, we have now distributed around 2.5 lakh titles on Landless. We consider it the main success of our government,” Rajan said.
Minister of income Himachal Pradesh Jagat Singh Negi urged representatives of different countries in his speech to accept the Kereral model in land administration. He pointed out that the solutions of land -related disputes were easier when people were taken into confidence and Kerala did a good job through Panchayat Jagrath Samitis.
