
The Department of Transport said on Thursday that officers have noticed that vehicle dealers sending Form 20 by courier or speed post are causing delays in the registration process. To increase efficiency, the road transport department has decided to do away with vendors sending hard copies of Form 20.
The department said dealers must now upload scanned copies of Form 20, signed by the vehicle owner and financier, if applicable, along with other required documents through the online dealer point registration system. RTA offices will no longer accept any physical documents for vehicles that obtain a Temporary Registration (TR) on or after Friday (March 13).
The Department reiterated that the Dealer Point Registration system was implemented in the Department of Transport on 24 January 2026. Earlier, orders removed the requirement to produce fully manufactured non-transport motorcycles and motor vehicles in front of RTA offices at the time of first registration.
Under the new system, vendors will upload the scanned documents through an online portal, after which RTA officials will scrutinize the applications and either approve them or return them within two working days. The ministry warned that strict action would be taken in case of delays by the officials.
The orders also state that RTA offices will not accept physical documents for vehicles that get temporary registration on or after March 13. For vehicles that received temporary registration before this date, dealers were allowed to upload scanned copies of Form 20 and other documents online to obtain permanent registration.
The transport department said that traders will be fully responsible for the authenticity of uploaded documents. The ministry added that criminal prosecution will be initiated if false or forged documents are presented.
Further, sellers were ordered not to leave applications pending for more than seven days after their end. In case of violation, their seller credentials will be suspended and action will be taken as per the rules.
All authorized car dealers have been advised to submit Form 20 and related documents only through online permanent vehicle registration system.
