After some state government employee associations declared a one-day strike on Tuesday (November 18, 2025), Chief Secretary N. Muruganandam on Monday asked the authorities to direct employees not to violate the provisions of the Tamil Nadu Government Servants’ Conduct Rules, 1973 and warned them of disciplinary action for any violation. He issued instructions to Secretaries and Heads of all Departments and Collectors.
Referring to the submissions that some recognized and non-recognised associations proposed to go on strike to highlight certain demands, he reiterated the government’s earlier instruction that strike or threat of strike or participation of government employees in a strike affecting the functioning of government offices was a violation of Rules 20, 22 and 22-A of the Tamil Nadu Government Servants’ Conduct Rules.
If, as a result of their participation in the strike, which the unrecognized association of teachers and civil servants did not show up on November 18, 2025 or any other day, their absence would have to be considered unauthorized and they would not be entitled to salary and allowances based on the no work-no pay principle, the statement says.
Part-time employees and employees on daily wages and consolidated wages will be dismissed from service, the release said. Apart from ensuring that no government employee has violated the Rules of Conduct of Government Servants, immediate disciplinary action should be taken against the employees who absent themselves from duty, he said. Application for casual leave or any other kind of leave, except for medical leave, will not be allowed on the day of the strike, it said.
The chief secretary also asked the authorities to send the attendance report of the employees to the concerned departments by 10:15 am on Tuesday. All the collectors have been asked to send the participation details to the government through the office of the Revenue Commissioner, the release said.
