
The survey was completed approximately 4,000 kilometers of rural roads across nine former combined districts in Telangana as part of an ambitious government plan to upgrade and expand roads in Hybrid Annuity (HAM). It denotes a key preparatory step in the HAM program, which aims to improve road connections from the villages of Panchayats to the Mandal Center, the District Center and finally to the capital.
With the engineering department of Panchayat Raj, named as a node agency for project implementation, Panchayat Raj and Minister of Rural Development Dhanasari Anasuya (Seethakka) regularly perform inspection meetings with officials to initiate work according to this new model.
Engineer engineer of the Ministry of Rural Development (ENC) will serve as a program competition to oversee the implementation and coordination in the three planned phases of the work. As part of the HAM project, the state government focuses on the development of 18,484 kilometers of Panchayat Raj (PR) and 12,000 kilometers of roads and buildings (R&B). The works will be carried out in three phases – phases and covering 7,393 km, phase II covering 5,545.20 km and phase III covering 5,545,80 km.
To support the technical, financial and legal evaluation of the project, the government has appointed the Aarvee Associates and Lea Associates consortiums to carry out detailed feasibility studies. These consultants will start deploying teams in all districts within two days. The Ministry officials were completed after obtaining consent from the MLA in their relevant constituents.
According to the implementation schedule, phase I work is set to start in January 2026, followed by phase II in March 2026 and Phase III in June 2026. The HAM model that has already been used in several countries includes shared funding, while private suppliers are obliged to carry part of the project and bring responsibility for maintenance for 15 years.
Minister Seethakka said that she ordered officials to speed up the bidding offers, completed agreements, and ensured that all preparatory measures were completed in time. At the headquarters of the Ministry of the Panchayat Raj department, a special officer was appointed to monitor progress and ensure compliance with deadlines. Road project financing will be completed as soon as the state cabinet approves the DPR, which are prepared by consulting.
