
On Friday, the Supreme Court described the ongoing loss of young lives to suicide as a “systemic failure” that must not be overlooked. The bench, including Judge Vikram Nath and Sandeep Mehta, has released a number of nationwide guidelines aimed at solving the crisis.
The court, which quoted the report of the National Authority for Records (NCRB) entitled “National Death and Suicide in India”, said the data reveal “a deeply disturbing image” of the landscape of mental health between youth “accidental death and suicides in India”.
“The continuing loss of young lives, often because of preventing causes rooted in non -service psychological anxiety, academic overload, social stigma and institutional insensitivity, reflects systemic failure that cannot be ignored,” he said.
India recorded 1,70,924 cases of suicide in 2022, of which 7.6 %, approximately 13,044, were suicides of students.

The bench stated that, in particular, 2,248 of these deaths were attributed directly to test failures.
The NCRB data further reflected suicide among students in the last two decades, and in 2022 it increased from 5,425 in 2001 to 13,044.
“Given the …. situation of the growing number of suicides in educational institutions, including schools, including schools, coaching institutes, universities and education centers, we feel obliged to recognize and address the seriousness of the mental health crisis that affect students in educational institutions throughout the country.”
The bench was acting on an appeal against Andr Pradesh’s command, which rejected the action to transfer the investigation into the unnatural death of the 17-year-old National Aspirant Test-Cum-ENTRANCE, which is being prepared in Vishakhapatnam on CBI.
The best court stated that NCRB data was revealed by a desperate formula of growing suicides.
He stated that mental health is an integral part of the right to life under Article 21 of the Constitution.
The bench said that due to the urgent nature of the crisis, especially in cities like Kota, Jaipur, Sikar, Vishakhapatnam, Hyderabad and Delhi, where students migrate in large numbers, there are immediate interim warranties.
It has issued 15 instructions that included all educational institutions to ensure optimal students’ conditions to harmony.
“Devilted mentors or advisors are assigned to smaller doses of students, especially during the period of exams and academic crossings to provide consistent, informal and confidential support,” he said.
The bench said that all educational institutions set written protocols for immediate recommendations for mental health services, local hospitals and suicide prevention.
“The number of suicide lines of help, including tele-manas and other national services, are reflected in classrooms, classrooms, common areas and on the website in a large and readable press,” he said.
He stated that all educational and non -delay employees will undergo compulsory training at least twice a year, performed by certified mental health experts, psychological first aid, identification of warning signals, reaction to self -harm and recommendation mechanisms.
The bench said that all educational institutions will ensure that all employees are reasonably trained to participate in students from vulnerable and marginalized backgrounds in a sensitive, inclusive and non -discriminatory way.

“This includes, but is not limited to students belonging to the planned caste (SC), planned tribes (ST), other back -class (OVC), economically weaker sections (EWS), LGBTQ communities, disabilities students, those who are in special care, and students who were affected.”
The bench said that any such institution will consist of an internal committee or a designated authority for an immediate measure for complaints about sexual escape, ogrging and others and to provide psychosocial support by victims.
He stated that all educational institutions regularly organize sensitization programs (physical or online) for parents and guardians on students’ mental health.
It states that the literacy of mental health, emotional regulation, education of life skills and awareness of institutional support services integrate into the orientation of students and cooperation.

“All educational institutions will maintain anonymized records and prepare an annual report that states the number of wellness interventions, students’ recommendations, training and activities related to mental health,” said Lavička.
He stated that the formulas of the examination must be regularly reviewed to reduce the academic burden and cultivate the wider sense of identity among students beyond the test scores and ranks.
She stated that all educational institutions, including coaching centers and training, will provide regular structured services for career counseling for students and their parents or legal representatives.

“All residential educational institutions, including hostel owners, guards and carers, take proactive steps to ensure that campuses remain without harassment, bullying, drugs ….,” said the bench.
He asked the Center to submit an affidavit in court within 90 days.
Continued loss of young lives … reflects a systemic failure that cannot be ignored.
“The honorary statement also indicates the expected timeline to complete the report and the recommendation of the National Working Group for Mental Health of Students,” he said.
