
In the Lower Order, the Supreme Court ordered the representation of IPS officers to the CAPF general inspector “gradually decreased” in two years to provide more opportunities to the cadre officers.
Declaration of Order 23 May, Justice Bench Abhay S. OKA (from retirement), and the judiciary Ujjjal Bhuyan noted that delayed promotion of cadre officers in central armed police forces (CAPF) can “adversely” affect morality.
Many delayed cadre review of these CAPF, which remained at the Supreme Court in 2020, should be carried out in six months, also said the bench of the Supreme Court in the liquidation of several petitions filed by officers of these organizations.

The petitioners, initially about 18,000 officers of these forces, filed with the requests from 2009 and were looking for a revision of the cadre by the Ministry by the Ministry by treating each of them as an organized service service (OGA) to relate their problems with delay in timely events that lead to stagnation in different ranks for years.
The Top Court said it was “abundantly clear” that CAPFS was considered to be OGA for problems with the cadre and all other related matters. According to the petitioners, because the Indian police service officers (IPS) occupied functions up to a higher administrative level (IG Rank), their promotional prospects were “braked”, which led to stagnation in the hierarchy of services.
The scorpion bench ordered: “Let the revision of the cadre in all CAPF that were due in 2021 was performed over the period of six months of today’s day.” “Given the twin target of mobility of the CAPF officers’ mobility, which will remove stagnation on the one hand and on the other hand we will say that the number of procedures that is stated has disappeared over the course of two years.
The court stated that this step would bring “the feeling of participation of officers of the cadre belonging to the CAPF in the decision -making process within the administrative framework of CAPF, thus eliminating the long -term complaints of the cadre officers”. Currently, 50% of IG positions are reserved for IPS officers, while about 15 percent of the Deputy General Inspector (DIG) -Points-rank Posts is kept for officers in representation from all over Indian service except the army (5%).
The home ministry opposed the request of CAPF officers and said IPS officers were a “important” part of the hierarchy.
Since these forces are deployed in different countries, IPS officers were “essential” for the effective activity of CAPF, facilitating cooperation with the government in question and their relevant police forces, thereby maintaining the federal structure, the ministry said through its advisor.

SC agreed that IPS officers were represented by these forces on the basis of a political decision of the central government, but stated that “I cannot be ignored by CAPF officers”.

CAPF officers fulfill their duties under “very demanding” conditions and have a complaint that they cannot gain early promotion due to the side entry into the higher levels of the relevant kapfs, he said.
