Over 3,500 GBP Crore in the value of works carried out in 2019-20 and 2022–23 within the Smart City project (SCP) in Bengalur, when BJP was in power, the main focus of the second investigative report submitted by Judge HN Nagamohan Das on Saturday. The first report was submitted in March 2025.
The investigation methodology included random selection of projects and Verification of Spot, Verifying Account and Verifying Fields of these works. The probe revealed five main garbage: procedural irregularities, inability to carry out legal deductions in accounts, non -standard work, billing for work that has never been disabled and irregularities related to the offer, said sources.
The report of 8,900 pages emphasized significant discrepancies in the Smart City project after exploring more than 700 works carried out within the initiative, according to a reliable source in the Commission, headed by the justice DAS.
Officials from the Statistics and Economics Department were involved to invent a formula for random selection of projects for investigation. “They have developed a method that was not arbitrary, but based on a well -defined project selection process,” the source said. “When we used this formula, it identified about 700 works out of 14,000. The formula was designed by the results of a 700 sample would accurately reflect the results of about 90% of the works within the SCP,” Hindu said.
Other areas that the report focused on is the management of solid waste, lakes and rainwater drainage. However, the work examined in each of these areas is between 60 and 100.
During this trial, the court was issued to five officials, including the chief engineer, for the court for not cooperating with the investigation. They were detained by the police and brought DAS to the judge for questioning.
Several officials, including administrative officials, main engineers and suppliers, were appointed in the report. “We have recommended that the officials mentioned receive the opportunity to explain before any event,” the source said.
The report also contains 10 recommendations to avoid such discrepancies in the future.
