The Scheduled Caste Panel issues a notification to the Punjab government to introduce quotas in the recruitment of lecturers

The National Commission for Scheduled Castes (NCSC) on Saturday (September 5, 2026) issued a notice to the Punjab government over a complaint that reservation policies for Scheduled Castes were violated in the recruitment of over 1,000 lecturer posts announced by the Punjab Education Department.

The complaint was filed with the National Commission for Scheduled Castes by Bharatiya Janata Party (BJP) MP Tarun Chugh, who on Saturday (September 5, 2026) publicly alleged that the Aam Aadmi Party-led government in Punjab had failed to implement the “prescribed reservation of 25% Scheduled Castes and 12% recruitment of Backward Classes 13”.

In a statement, the commission said Mr. Chugh’s complaint detailed allegations that the reservation policy was violated for recruitment to teaching posts in various subjects such as Punjabi, Commerce, Mathematics, Physics, Economics, Chemistry, Biology and Geography.

The NCSC added that it has issued a notice to the Punjab Chief Secretary seeking an action taken report and all relevant booking records and a list related to these allegations within seven days.

Calling the allegations leveled by Mr Chugh a “very serious matter”, NCSC chairman Kishor Makwana said: “The commission is committed to protecting the constitutional rights of caste members and ensuring strict adherence to reservation provisions in government services. The commission will take all necessary steps in accordance with law to ensure justice.”

In its notice, the commission said it was within its rights to exercise the constitutionally guaranteed powers of a civil court and issue summons to the concerned officials if it did not receive a response within the stipulated time.
