Karnataka Vidyarthi Sanghatan leaders have demanded a judicial inquiry led by a judge into alleged violation of reservation norms and irregularities in faculty recruitment at the Central University of Karnataka.
At a press conference in Kalaburagi town on Saturday, Sanghatan members Lakshman Mandalgera and Rajendra Rajwal alleged irregularities in the recruitment of teachers during the tenure of Vice Chancellor Battu Satyanarayan and called for an immediate probe.
Mr. Mandalgera said that as per the reservation policy implemented by the Ministry of Personnel and Training, Government of India, each post must be allotted a specific roll number. Colleges are also required to publish the details of occupied and unoccupied seats in the reservation list.
While the list of 2019 lists released by the university contained details of both filled and vacant seats, in the 2025 list, the university, he claimed, displayed only filled seats without disclosing the vacant seats.
Mr. Mandalgera said the University’s Scheduled Castes and Scheduled Tribes Employees’ Association had earlier approached the Supreme Court raising concerns about violation of reservation norms. However, during the 63rd meeting of the Executive Council, the Vice-Chancellor misled the members by stating that the court had approved the reservation schedule of the university, he claimed.
Mr. Rajwal alleged that some appointments to the posts of Associate Professor and Professor were made in violation of the norms prescribed by the University Grants Commission. As per UGC regulations, candidates must have at least eight years of experience as Assistant Professor to be eligible for appointment as Associate Professor.
He cited the appointment of Basavaraj Kubakaddi as Associate Professor in the Department of Law on December 8, 2022. He received his doctorate in 2015. Service rendered thereafter should be considered, Mr. Rajwal said, asserting that Dr. Kubakaddi was appointed before completing the required eight years of service.
Similar concerns were raised about the appointments of several others, including Kota Sai Krishna, who was appointed Controller of Examinations and later accepted as Associate Professor in the Department of Linguistics; S. Lingamurthy (Department of Economics); G. Mahendra (Tourism and Hospitality); Sandeep (Department of Mathematics) and Pramod Kumar (School of Engineering) where UGC eligibility norms were allegedly not followed, they claimed.
The Sanghatane demanded a comprehensive judicial inquiry into the alleged violation of reservation norms and irregularities in faculty recruitment at the Central University of Karnataka, Kalaburagi.
