Against the minority social security department promoting district officers (to) cadre contributions to the “A” group without revision of the cadre and recruitment rules (C&R).
It has been 14 years since the C&R ministry rules were revised, framed in 2011. However, DOS is promoted only through executive orders after obtaining permission from the financial department, reaching the anger of others in the department. The headmasters and lecturers in front of university universities, headmasters of boarding schools under the Ministry who are eligible for promotion are ignored because of the C&R rules, they say.
In 2011, the state government separated the Ministry of Social Welfare of minorities, which was in jurisdiction of backward classes. Since then, the Ministry has expanded significantly and has established hundreds of government model schools, boarding schools and residential centers for employed women and others.
A total of 31 DOSs are working at the department and on the cadre B. On February 23, 2023, the Ministry took permission from the financial department and promoted 15 DOS functions and promoted to the post of post, through a executive order. While it approved, the FD ordered the minority social care department to revise the C&R rules within six months. However, the ministry did not represent the rules of C&R and February 15, 2025 promoted the posts of the remaining 16 DOS for cadres and contributions, again through an executive order.
C. Rangappa, President of the Karnataka State Association for Employees of the Minority of the Minority, said they were not against promotion of jobs for the cadre A, but hundreds of other directors, among other things, were stuck without promoting for nine years, due to lack of C&R rules.
